1.Objet New(Additif)

Within the framework of the execution of the 2024 State Budget, the Governor of the South West Region, delegated contracting authority, hereby launches on behalf of MINPOSTEL, a request for quotation FOR THE PURCHASE OF COMPUTER EQUIPMENT FOR THE SOUTH-WEST REGIONAL DELEGATION OF POSTS AND TELECOMMUNICATIONS IN BUEA

2.Consistance des prestations New(Additif)

FOR THE PURCHASE OF COMPUTER EQUIPMENT FOR THE SOUTH-WEST REGIONAL DELEGATION OF POSTS AND TELECOMMUNICATIONS IN BUEA

3.Cout Prévisionnel New(Additif)

The estimated cost allocated for the supply after preliminary studies is fixed at fifteen million (15.000.000) FCFA all taxes inclusive (TTC).

4.Participation et origine New(Additif)

Participation is open to all duly registered Cameroonian enterprises with the necessary technical, financial and legal capacities and who are not under suspension by the authority in charge of public contracts.

5.Financement New(Additif)

The supply, subject of the present Request for Quotation, shall be financed by the 2024 Public Investment Budget for MINPOSTEL with a charge N°. 58 45 131 01 441910 524211 and expenditure authorization (record) N° 1206917.

6.Consultation du Dossier New(Additif)

The request for quotation file may be consulted during working hours at the Governor's Office, precisely at the office of the Secretary of the Regional Tenders Board, door No. 05 with Tel: 233 32 20 98 as soon as this notice is published.

7.Acquisition du Dossier New(Additif)

The request for quotation file may be acquired from the Governor's Office, at the office of the Secretary of the Regional Tenders Board, door No.05 ; as soon as this notice is published and upon presentation of a treasury receipt bearing a non-refundable amount of twenty five thousand (25,000) FCFA payable at the Regional Treasury Buea. Such a receipt shall identify the concerned bidder.

8.Remises des offres New(Additif)

Each bid drafted in English or French shah be signed by the bidder or by a duly authorized representative and presented in seven (07) copies including the original and six (06) copies marked as such. These shah be submitted in one sealed pack containing two (2) envelopes; (Envelope A: Administrative file, Envelope B: Technical +financial file). The sealed pack shah bear no information or identity of the bidding enterprise, and

should reach the Gefirriee in Buea at the office of the Secretary of the Regional Tenders Board, room

No.05; latest the .10 MAI 2024 at 10 a.m. local time and should carry the inscription:

9.Delai de Livraison New(Additif)

The maximum time frame provided by the delegated project owner for the delivery and setting up of the computer equipment at the Regional Delegation of MINPOSTEL South West in Buea is two (02) months

10.Cautionnement Provisoire New(Additif)

Each bidder must include in his/her administrative documents, a bid bond issued by a first-rate banking establishment or insurance company approved by the Ministry in charge of finance (MI NFI) for that purpose (see list in this request for quotation file) of an amount of three hundred thousand (300.000) FCFA, valid for Ninety (90) days from the date of opening of bids.

Bid bonds for unsuccessful bidders shah be withdrawn not later than fifteen (15) days alter the award of the contract and that of the successful bidder shah be retained until the required performance guarantee for good execution (final bond) is provided.

12.Ouverture des Plis New(Additif)

The opening of the bids in one phase shah be done on  1 0 MAI 2024  at 11 a.m. prompt local time in the Conference Hall of the South West Governor's Office by the South West Regional Tenders Board.

Only bidders may attend or be duly represented by a persan of their choice, who has a full knowledge of the file and mandated in that capacity.

13.Critères d'évaluation New(Additif)

1) Absence of Bid Bond or insufficient Bid Bond;

2) Non-compliance or absence of one of the documents in the administrative file after the statutory 48-hour period after opening of bids;

3) False declarations or forged documents.

4) Non-compliance (of at least 80%) of the technical specifications and characteristics of the supply in the request for quotation;

5) Enterprise under suspension by MINMAP;

6) Date line for delivery beyond the prescribe duration;

7) Bids with external envelop carrying marks of identification;

8) Absence of a quantity unit price.

14.Attribution New(Additif)

The jobbing order/contract shall be awarded to the bidder whose bid is in conformity with the provisions of the Request for quotation that is, on the basis of the lowest financial offer and haven technically qualified and presented an acceptable administrative file, in accordance with article 99 of the public contracts code.

15.Durée Validité des Offres New(Additif)

The bidders shah remain committed to their offers/bids fora period of ninety (90) days from the deadline set for the submission of bids.

Complementary technical information may be obtained during working hours on weekdays from the office of the Secretary of the Regional Tenders Board Room 5 of the Governor's Office, Tel: 233 32 20 98.
