Within the framework of 2022 budgetary exercise, the Mayor of Mayo Hourna Council, Contracting Authority, hereby launches in emergency on behalf of Mayo Hourna Council an invitation to tender an Open National Invitation to tender for construction works of an integrated type 2 health center.at Guibdjol in Mayo Hourna Council, Bénoué Division, North Région.

These works take into account all aspects of construction according to current standards and the rules of the art, including the necessary Implementations and the completion of the building.

The works are defined within the général terms of order of works and bill of quantities, estimated in this contract.

The services of this contract include:

- Preparatory work

- Earth work;

- Foundations;

- Block work;*

- Wood work — Roof

- Metallic work; ;

- Joinery work;

- Electricity;

- Painting;

- Drainage work.

The estimated cost of the opération following prior studies stands is thirty-five million (35 000 000) CFA.

The Works of this Open National Invitation to tender consist into one (01) batch.

Participation in tendering is open on equal terms to légal Cameroonian companies with technical and financial capabilities to carry out works subject to this tender.

The Works subject of this invitation to tender is fmanced by PIB of Ministry of Public Health, Financial Year 2022

The file may be obtained ifom the secrétariat of Mayor of Mayo Hourna Council, contracting Authority situated in the bardnaké Council. As this notice is published against payment of a non-refundable sum of fiifty thousand (50 000) CFA francs payable at the Treasury Council of Mayo Hourna

Each bid in English or French, should be presented in seven (07) copies, with one (01) original and six (06) copies, marked as such, in accordance with the requirements of the tender documents, will be . deposited against a duly signed receipt or acknowlegment letter at the secrétariat of Mayor of Mayo Hourna Council, latest on the at 24/06/2022 at 2:00p.m

"TO BE OPENED ONLYDURING THE BIDS OPENING SESSION"

The maximum exécution deadline provided for by the Project Owner for the exécution of the Works subject of this tender shall be three (03) months.

Bach bidder must include in his/her administrative documents a bid bond issued by a first rank bank approved by the Ministry in charge of finance featuring on the list in document 11 of the tender file of an amount of seven hundred thousand (700 000) FCFA and valid for thirty days (30) beyond the initial date ofvalidity ofbids.

Any bid that shall not comply with the spécifications of this tender file shall be rejected. In particular, the absence of the original bid bond issued by a financial establishment or financial organism of first rate approved by the Ministry in charge of Finance or its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid. i Under pain of being rejected without any recourse, the administrative parts and the bid bonds will have to be imperatively produced in originals or certified copies dating no more than tliree 03 months old.

Bid shall be in single on 29 june-2022-at 3 p.m. at the council tenderhoard in the presence of the bidders or their duly authorized représentatives.

The évaluation of the offers will be done in three (03) stages:

- Step 1: Verifying the compliance of each bidder's administrative file. -- - Step 2: Technical évaluation of administratively compilant tenders.

- Step 3: Vérification of the financial offers of companies whose offers have been recognized technically qualified and administratively compilant.

The évaluation criteria for the tenders are as follows

14.1. Main élimination criteria:

14.1.1. Administrative documents " Lake of the original bid bond submission at the opening;

 • False déclaration or falsifîed document

 • Non-compliance after 48 h of a document in the administrative file  14.1.2 Technical offer

• False déclaration or falsifîed document

• Technical note below the minimum threshold (70%) ;

•Non abandon of earlier project last tlnee years.

14.1.3 Financial offer

• Incomplète or non-compliant offer

• Non-conformance of the submission template

• Absence of a quantifîed unit price

• Absence of a sub-detail of unit prices

• Incohérent sub-detail prices.

14. 2- Essential criteria: The évaluation of the teclmical offers will be done by the binary method (yes / no) according to the évaluation grid drawn up on 56 essential criteria attached to the DAO and wliich takes into account the essential criteria below:

• General présentation of the Offer on 3 criteria;

• The experience of the company's staff on 27 criteria;

• The availability of essential equipment and equipment on 8 criteria;

• Teclmical proposai and schedule of work on 11 criteria;

• Company référencés and consent to the technical terms of the contract on 6 criteria. Only the Proponents who have obtained 70% of YES will be qualified for the rest of the procédure and will have their Financial Offer analyzed.

The Contracting Authority shall award the contract to the least distant bidder ATI without proposai of abnormally low offer, in compliance with the tender file.

Bidders will remain committed to their offers for ninety (90) days ffom the deadline set for the submission of tenders.
