Within the framework of the PNDP/commune of MOKOLO partnership, the Mayor of the Commune of MOKOLO is launching an Open National Call for Tenders for the supply and installation of a 250-275 KVA generator, three (03) metering electric pumps for the chlorination station and accessories for five (05) suction cups to strengthen the production capacity of the treatment and pumping station of the Mokolo dam in the Commune of Mokolo, Department of Mayo Tsanaga, Extreme Region -North.

The services of this contract include: supply, transport, on-site delivery, installation, testing or functionality test of the equipment presented as follows:
• Supply and installation of a 250-2750KVA generator, an LC2-F400 (230V) contactor – automatic inverter, a 4A bipolar circuit breaker, a Nr 250L compact circuit breaker, a 1000 control box *100*300mm2, of the 4*35mm2 armored GVG cable at the Mokolo dam treatment and pumping station
• Supply and installation of three (03) metering electric pumps for chlorination station and connection accessories, accessories for five (05) suction cups at the treatment and pumping station at the Mokolo dam.

 Interested companies can bid for one (01) or two (02) lots at a time. However, a separate file must be presented for each of the lots requested. The same company having justified the technical and financial capacities can be awarded both (02) lots.

Participation in this call for tenders is open on equal terms to companies and enterprises or groups of enterprises under Cameroonian law, with proven experience in general supplies.
By this Notice of Call for Tenders, interested companies are invited to provide in their offers, the authentic information which will make it possible to retain those who can carry out the services after an in-depth and objective evaluation of their files.

The works covered by this Call for Tenders are financed by the Budget of the National Participatory Development Program (PNDP III-IDA 18) PTBA 2022 (A2011C1) for the 2022 FINANCIAL YEAR.

Tenders received after the deadlines for submission of tenders will not be received.

The maximum period provided by the Client for the performance of the services covered by this call for tenders is ninety (90) calendar days for each lot.

Each bidder must attach to his administrative documents, a bid bond established by a first-rate bank approved by the Ministry of Finance and whose list appears in document 11 of the DAO, valid for thirty (30) days beyond the validity date of the offers. The amounts of these guarantees are as follows:

Under penalty of rejection, the required documents from the administrative file must be produced in originals or in copies certified as true by the issuing service or competent administrative authority, in accordance with the stipulations of article 6.1 of the RPAO. They must date from less than three (03) months or have been established after the date of signature of the AAO. Any incomplete offer in accordance with the requirements of the DAO will be declared inadmissible. In particular, the absence of the bid bond issued by a first-rate bank or an insurance company approved by the Ministry of Finance or the non-compliance with the models of the documents of the DAO, will lead to the pure and simple rejection of the offer without any recourse.

The opening of the folds will be done in one time. The opening of the administrative documents and the technical and financial offers will take place on 01/31/2022 at 11 a.m. sharp by the CIPM placed with the Municipality of Mokolo in the meeting room of the said Commission.
Only bidders may attend this opening session or be represented by a person of their choice duly authorized and having perfect knowledge of the file.

The eliminatory criteria set the minimum conditions to be met in order to be admitted to the evaluation according to the essential criteria. They should not be graded. Failure to comply with these criteria will result in the rejection of the tenderer's offer. These include in particular:

 Absence or non-compliance of the bid bond established according to the model;
 False declarations and/or falsified documents;
 Absence or non-compliance of an administrative document 48 hours after the opening of the offers;
 The non-compliance of the proposed equipment (score of less than 100% yes on the technical specification criteria of the equipment);
 The absence of brochures and photos or images of the material to be delivered;
 Absence of a quantified unit price;
 Non-satisfaction of at least 70% essential criteria;
 Having abandoned a market during the last three (03) years and being on the list of defaulting companies terminated.
N.B: Under penalty of rejection, the bid bond and the bidder's bank domiciliation certificate must imperatively be produced in originals, the other documents in originals or in certified copies. These administrative justifications must date from less than three (03) months and comply with the models.
