The Chairman of the Kribi Petroleum Depot (KPD) Project Coordination Committee, acting on behalf of the Project Owner, hereby issues an International Call for Expressions of Interest for the prequalification of specialized firms or consortia of firms capable of providing Project Management Consultant (PMC) services for the construction of the Petroleum Depot and its associated facilities at the Port of Kribi.

The PMC shall assist the Project Owner in the management, coordination, technical, contractual, financial, organizational, documentary, HSE, and quality control of the project, from the preparatory and contracting phases through acceptance, the warranty period, and project close-out.

This expression of interest is only part of a prequalification process. It does not constitute a contract award or any contractual obligation. Prequalified candidates will be invited to participate in a restricted consultation for recruitment of the PMC.

Les prestations susceptibles d'être confiées au p MC comprennent notamment

• le management général du projet et l'assistance aux instances de gouvernance la mise en place et l'exploitation du système de Project Controls : WBS, planning Primavera P6, contrôle des coûts, mesure de l'avancement, Earned Value Management, courbes en S, KPI et prévisions d'achèvement le pilotage et la revue des études d'ingénierie, y compris les revues Design Basis, HAZID, HAZOP, SIL, constructibilité et Value Engineering le suivi des approvisionnements, des Long Lead Items. de l'expediting, des inspections en usine et des FAT ;

la supervision de la construction, des essais, des Hold points et Witness points, ainsi que le suivi des non-conformités , la supervision du pré-commissioning, du commissioning, de la mise en service et des essais de performance ;

l'administration des contrats, la gestion des modifications, des réclamations, des avenants, des assurances et des garanties , le management de la qualité. de la Santé-sécurité-environnement et le suivi du PGES

• la gestion documentaire, le Master Document Register, les Transmittals, les dossiers as-built et le DOE la gestion des interfaces, des risques, des parties prenantes et des décisions ; la préparation des réceptions provisoire et définitive, la levée des réserves, le close-out contractuel et la capitalisation du retour d'expérience ;

le transfert de compétences vers les équipes nationales et le suivi des engagements de contenu local. Le périmètre couvre notamment les pipelines reliant la station manifold au dépôt, les installations de stockage d'hydrocarbures liquides et de GPL. les postes de chargement, les pomperies, les utilités, les installations électriques, l'instrumentation, le contrôle-commande, le SCADA, les systèmes incendie, les bâtiments techniques, les voiries et réseaux divers, ainsi que les interfaces avec les infrastructures du Port Autonome de Kribi.

This Call for Expressions of Interest is open to national and international firms, engineering companies, or consulting firms specialized in project management, as well as consortia of firms meeting the following requirements among others:

• demonstrate proven experience in Project Management Consultancy or Owner’s Assistance services for complex EPC industrial projects;
• have relevant references in the oil and gas, energy, port, or complex infrastructure sectors;
• have a permanent organization dedicated to project management, supported by effective Project Controls, document management, and reporting tools;
• be capable of mobilizing an experienced multidisciplinary team covering project management, engineering, construction, procurement, commissioning, contracts, costs, schedules, quality, HSE, risks, interfaces, and document management functions;
• demonstrate sufficient financial capacity to ensure continuity of the project;
• have an operational presence or mobilization capacity in Cameroon and/or Central Africa, supported by a local content and skills transfer programme;
• be independent from the EPC Contractor and not be subject to any actual, potential, or apparent conflict of interest.

In the case of a consortium, a single lead member shall be designated. The consortium agreement shall specify the nature of the consortium, the allocation of assignments, responsibilities of each member, and internal governance arrangements.

Applications, prepared in French and/or English, shall be submitted in seven (07) copies, comprising one (01) original and six (06) copies clearly marked as such, alongside one (01) digital copy on a USB flash drive, no later than 13 AUG 2026 at 10 HOURS prompt (Cameroon time).

The application file shall be submitted in two (02) separate inner envelopes, enclosed in a sealed outer envelope bearing only the reference and subject of this Notice, with the following label:

“TO BE OPENED ONLY DURING THE BID OPENING SESSION”

Envelope A – Administrative file

1. A candidate information sheet indicating, its corporate name, legal status, directors, address, contact details, principal shareholders, and any affiliation with a corporate group;

2. an authorization empowering the signatory to legally bind the candidate;

3. where applicable, the consortium agreement established based on laws in force;

4. a copy of Trade and Personal Property Credit Register data or an equivalent document for foreign applicants;

5. a certificate of non-bankruptcy or an equivalent document;

6. proof of bank domiciliation issued by a first-class banking institution;

7. a certificate of non-debarment from public procurement issued by the ARMP or an equivalent document, where applicable;

8. a certificate of compliance with social security obligations issued by the NSIF or the equivalent authority;

9. a valid tax compliance certificate;

10. a Unique Identification Number or any equivalent identification document;

11. a declaration of integrity, ethics, and anti-corruption compliance;

12. a declaration of independence and absence of conflicts of interest with respect to the EPC Contractor and other project stakeholders;

13. a commitment to confidentiality and availability of the proposed resources.

Administrative documents shall be submitted as originals or certified true copies issued by the competent authority and must have been issued within the last three (03) months, unless a different validity period is provided for under applicable regulations or specified in the relevant document.

Administrative documents that require regularisation may, where permitted, be completed within forty-eight (48) hours from the date of notification to the candidate.

Envelope B – Technical file

The technical file will help to assess the candidate’s capabilities, understanding of the KPD Project, proposed methodology, and ability to perform an integrated Project Management Consultant assignment. It shall comprise:

the candidate’s corporate profile, organization, business locations, and certifications;

certified financial statements for the last three (03) years and information relating to its financial capacity;

a project understanding statement covering the project, its interfaces, risks, and critical success factors;

a detailed methodology covering governance, Project Management, Project Controls, Engineering Management, Procurement, construction, commissioning, quality, HSE, contracts, risks, interfaces, and document management;

the proposed organization chart, responsibility matrix, and coordination arrangements with the Project Owner;

references from the last fifteen (15) years for PMC assignments, Owner’s Assistance services, EPC contract supervision, petroleum terminals, depots, pipelines, LPG facilities, port infrastructure, and major industrial projects;

CVs, qualifications, certifications, and availability commitments of key personnel;

a description of the quality management system, HSE system, and procedures for risk, contract, document, and interface management;

a presentation of digital tools: Primavera P6, cost control, EDMS, collaborative platforms, BIM where applicable, dashboards, and reporting;

the mobilization plan, workforce ramp-up curve, and key milestones;

the local content, training, and skills transfer strategy;

an annotated list of the main proposed deliverables.

 Disqualification Criteria

• false declaration, forged document, or materially inaccurate information;
• absence or non-compliance of an administrative document that has not been regularized within the prescribed time limit, where regularization is permitted;
• absence of an authorization empowering the signatory to bind the candidate;
• absence of a declaration of independence and absence of conflicts of interest;
• proven conflict of interest with the EPC Contractor or any other stakeholder likely to compromise the candidate’s impartiality;
• technical score below 80/100;
• absence of at least one duly substantiated reference for a PMC assignment or Owner’s Assistance service on a complex EPC industrial project;
• absence of the Project Director or Project Controls Manager among the proposed experts.

Requests for clarification shall be submitted exclusively in writing no later than seven (7) days before the application submission deadline. Replies of general interest may be communicated to all applicants without disclosing the identity of the requesting party.

Results of the prequalification process shall be published or notified to applicants in accordance with the applicable procedures. Publication of the shortlist or the invitation issued to prequalified candidates to participate in the restricted consultation process shall constitute official notification of results of this Call for Expressions of Interest.

Inclusion on the short list shall not confer any right to the award of the Project Management Consultant contract.
