The service, subject of this invitation to tender consists of:

• preiiminary work;
• earthworks;
• laying offoundaîions;
• construction work;
• installation of wood and metai fixtures;
• electrical work;
• plumbing work;
• roofframing and covaring;
• paintlng:
• furnishing (if applicable)

The estimated cost ofthe opération following preiiminary studies stands at :

Foronline submission, the maximum sizes ofthe documents thaïwill be transmitted via the platform and constitute the bidder's submission are as follows:

The maximum tlme allowed by the Project Owner for the completion of the WOrks COVered by this Ca!l for tenders is three (03) monthsfor each lot

Each bidder must include in his administrative documents, a hand-endorsed bid bond, issued by a financial body or institution approved bythe Minister in charge of finance to issue bonds for public contracts and whose list appears in document 14 of the Tender File (TF), of eighty thousand (80 000) CFA Francs for lot 1 and one hundred thousand (100 000) GFRA Francs for lot2: It shall be valid up to thirty (30) deys beyond the initial date limlt ofthe validity ofbids. The absence of the bid bond issued by a first-rate bank or financial body of first categoryauthorised by the Minister in charge of Finance to issue bonds for public contracts shall lead to the immédiate rejection of the offer. A bid bond submitted butthat does not have any relation with the consultation concerned shall be considered as absent.

The bid bond presented bya tenderer at the bid opening session shall not be accepîed

The administrative documents, the technicai offer and the financial offer must be placed in separate envelopes and submitted in a sealed envelope.

The Project Owner shall not accept:

❖ Bids bearing information on the identity of the tenderers;

❖ Bids submitted after the closing date and time for submission of bids;

❖ Envelopes without indication on the identity of the Invitation to Tenden

❖ Bids non-compiiant with the bidding mode;

❖ Failure to compty with the number ofcopies specified in the RPAO or offer in copiesonly;

Any incomplète offer in accordance with the prescriptions of the Tender File shall be declared inadmissible. Especially the absence of a bid bond issued by a financial body or institution approved by the Minister in charge of Finance to issue bonds for public contracts or the faiiure to comply with the mode! documents of the Tender File shall lead automatically to the rejection of the bid without any other procédure. A bid bond submitted but not relating to consultation concerned shall be considered absent. A bid bond presented by a bidderduring the bid opening session shall be refused. Ail candidates must présent a copy of the purchase receipt from the Tender Document, the original of which is in the Offer.

NB: Theoriginal copyof the documentmay be requested at any timeand at each stage ofthe procurement process, and failure to provide them may resuit in the disqualification ofthe candidate.

1-Elimination Criteria

Failure to meet these criteria will resuit in the rejection of the bidder's offer. These include:

❖ Absence ofthe stamped bid bond at the opening ofthe bids, with the receipt ofdeposit at the CDEC ;

❖ Failure to produce, beyond 48 hours after the opening ofthe bids, a document from the administrative file (exept the bid bond) ;

❖ false déclarations, fraudulent schémas or forged documents;

❖ Failure to meetthe requirements of the tender file ;

❖ Absence of the sworn statement for not having abandoned any contracte overthe past three years ;

❖ Absence of a certified true copy of catégorisation certificate issued by relevant services of the Ministry of Public Contracts or a copy of the décision classiflying at the A, B, C or D category ;

❖ absence of a financial capacity of twenty-six million six hundred and sixty-seven thousand (26 667000) CFA Francs for lot1 and thirty-three million three hundred and thirty-four (33 334000) CFA Francs for lot 2;

❖ Failure to respect the File sizes and format durlng online submission ;

❖ Absence of a quantified unit price in the Financial Offer;

❖ A technical score below 70%, referring to the qualification threshold for technica! offers;

❖ The absence of an element of the financial offer (the submission, the unit price schedule, the detailed estimate of quantifies);

❖ Failure to be registered In the ARMP's tamper-proof register used for recording offers with the receipt numbers for the purchase ofthe tenderfile at the opening session;

❖ The absence of the dated and signed integrity charter;

❖ Having a project from a previous yearthat is still ongoing due to the company;

❖ Failure to submit the backup copywithin the allotted deadlines;

❖ The absence of a dated and signed déclaration of commitment to comply with environmental and social clauses;

❖ Failure to comply with the contract conditions.

2 Essentiel Criteria

The essential criteria for the qualification of bidders will include, as an  indication:

The Project Owner or the Deiegated Project Owner shall award the contract to the bidder whose bid meets the required technical and financial qualification criteria and whose offer was evaluated as the lowest by including as the case may be, the rebates proposed

Bidders remain bound by their offer for ninety (90) days from the deadiine set for the submission of bids
