1.Contexte New(Additif)

The Government of Cameroon has received funding from the World Bank to cover the cost of the Cameroon-Chad Transport Corridor Project (Regional project for the improvement of the performance of the Douala-Ndjamena rail/road corridor -PCDN) and intends to allocate part of the proceeds to consultancy services.

The consultant services ("the Services") relate to the Update of the National Railway Master Plan (PDFN) of Cameroon, in order to make a strategic and operational reference document aligned with the new Mining Code, the guidelines of the National Development Plan 2020–2030 (SND30), and the requirements of sustainable management and regional integration of the national railway network by [2035/2045].

The projected duration of the assignment is eighteen (18) months, with an estimated time credit of 86 person-months for key experts and 35 person-months for support staff.

The expected starting date of the assignment is May 2027.

The PCDN Coordinator hereby invites eligible consulting firms (“Consultants”) to express their interest in providing the requested services.

2.Remises des offres New(Additif)

Expressions of interest comprising one (1) original and two (2) copies of which must include (i)  a letter of expression of interest addressed to the PCDN Coordinator, (ii) a copy of the documents justifying the firm's legal status, (iii) the relevant references (contract, acceptance report, certificate of completion, etc.) and any other supporting document attesting to the relevance and quality of previous assignments and justifying the firm's experience.

The scanned, initialled and signed version of the expression of interest on a USB key (compulsory) must form an integral part of the file.

3.Composition du dossier New(Additif)

Interested Consultants must provide information demonstrating that they possess the required qualifications and relevant experience to perform the Services, namely:

• Having at least fifteen (15) years of experience in the planning and development of transport sector infrastructure (land transport including railways, maritime, and air transport);

• Have general experience in national or regional transport strategic planning, including the railway sector;

• Having completed, within the last ten (10) years, at least one (01) comparable assignment, in particular in the development of railway master plans or national transport strategies including the railway component;

• Having conducted at least one (01) assignment involving planning studies, demand modelling, and economic/financial analyses in the transport sector in general and the railway sector in particular;

• Demonstrating sufficient organisational capacity to carry out the assignment, evidenced by at least two (02) references confirming their experience in coordinating multidisciplinary assignments, mobilising and managing multidisciplinary teams, conducting studies involving multiple stakeholders, and carrying out structured assignments incorporating activity monitoring, risk management, and deadline compliance mechanisms of a similar nature (duration, complexity, etc.);

• Having at least one (01) experience in conducting assignments in peer countries (Africa, emerging economies, etc.) and/or under projects financed by international technical and financial partners.

The Consultant shall have a sound knowledge of the institutional and regulatory framework governing the transport sector in Cameroon.

Key experts will not be evaluated at the stage of preparing the shortlist.

NB: Consultants will be ranked according to the number and relevance of similar references provided.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, 3.17, 3.33 and Annexe 4 of the World Bank's ‘Procurement Rules for IPF Borrowers’, Seventh Edition, September 2025, which sets forth the World Bank's policy on conflicts of interest, fraud and corruption.

Consultants may associate with other firms to enhance their qualifications, but they must clearly indicate whether the association takes the form of a joint venture and/or a sub-contracting arrangement. In the case of a joint venture, all members of the consortium shall be jointly and severally liable for the entire contract if selected.

III) Selection process

The Consultant shall be selected using the method “Quality and Cost Based Selection (QCBS)”̋ in accordance with the “Procurement Regulations for Borrowers soliciting Investment Project Financing (IPF), Procurement under Investment Project Financing, Supplies, Works, Services Other than Consultants and Consultancy Services, Seventh Edition, September 2025”.
