The Senior Divisional Officer, Contracting Authority, launches on behalf of the Ministry of the Economy of Planning of the territory, an Open National Invitation to tender for the above works.

The call for tenders concerns the, rehabilitation of the Delegation and Exterior landscaping work on the oncall accommodation at the Departmental Delegation of MINEPAT-MENOUA), Dschang Dub­  Division, Menoua Division, West Region

Participation in this tender shall be open on equal conditions to all Cameroon-based public works contractors.

Works under this tender shall be financed by the Public Investment Budget of the MINEPAT as part of the 2026 annual program and following. 

The mode of submission selected for this consultation is online. However, when both options are open, a bidder cannot use both online and of line methods.

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Governor, Senior Divisional Officer,  Divisional Officer ... ) in accordance with the Special Conditions of the invitation to tender.

They must not be more than three months preceding the original date of submission of bids (3) months or  must not have been established after the signing of the tender notice.

Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared  inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The administrative documents, the technical and financial proposals shall be opened on line 22th July  2026 at lOpm O'clock local time, At the Internal Commission in charge of Public Contracts situated at the Senior Divisional Office. Tenders shall be opened in one go and in three steps: 

Step 1 : Opening of envelope A containing the administrative document (volume 1 );

Step 2: Opening of envelope B containing the technical proposal (volume 2); 

Step 3: Opening of envelope C containing the financial offer (volume 3).

All tenderers may attend the opening session or each has themselves represented by one mandated  person of their choice (even in the event of a joint-venture) with sound knowledge of their file 

 Eliminatory criteria

The eliminatory criteria set the minimum conditions to be fulfilled in order to be admitted to  evaluation following the essential criteria. They should not be the subject of notation. The failure to comply with these criteria shall lead to the rejection of the bidder's offer. 

The eliminatory criteria include:

• Absence ofCDEC; 

• Absence of bid bond at the opening of bids;

• Failure to submit, beyond the 48(forty-eight) hours deadline after the opening of bids, a 

document of the administrative file deemed non-compliant or absent (except the bid bond);

• False dec/arations,fraudulent schemes or forged documents;

• Absence of the sworn statement for not having abandoned contracts during the last three years; ·

• Failure to comply with bids file format;

• Absence of a quantified unit price in the financial offer;

• Absence of prospectus accompanied by manufacture 's technical sheet produced (where applicable)

• Absence of approval or authorisation of manufacturer, if applicable;

• Absence of own or hired minimum equipment (to be specified by the Project Owner); 

• absence of the categorization certificate and where the deposit receipt for obtaining the said room 

• Absence of an element in the financial offer (submission, BPU, DQE);

• Absence of integrity charter dated and signed
