As part of the improvement of our Administrative Services, the Prefet of the Department of Menoua, Contracting Authority, launches on behalf of the Ministry of Employment and Vocational Training (MINEFOP) represented by the Ministry of Employment and Vocational Training ofMenoua, a National Open Call for Tenders for the construction work of the Departmental Delegation of Employment and Vocational Training ofMpenoua in the District ofDschang, Department of Menoua, West Region.

The overall estimated cost of the works planned in this National Open Tender is Eighty seven million  two hundred thousand (87 200 000) CF A francs.

The file can be consulted during working hours at the Prefecture of the Department of Menoua  in Dschang, Departmental Procurement Service, after publication of this notice of call for tenders on the ARMP website, by posting on the bulletin board of the prefecture during working hours (7:30 a.m. - 3 :30 p.m.) each working day.

The tender documents can be obtained from the Prefecture of the Department of Menoua in Dschang, Departmental Procurement service, upon presentation of the original receipt of payment to the Public treasuty of a non - refundable sum for processing fees set at 100 000 (one hundred  Thousand) CF A Francs.

This receipt must identify the payer as representing the company wishing to participate in the call for  tenders. 

Each bid drafted in English or French should sumited on ligne, latest on.22 /july /2026 at 09 am  local time and should be labelled as follows:

Each bidder must include with their administrative documents a bid bond (conforming to the attached model) issued by a first order bank approved by the Ministry of Finance, a list of which is  included in documents, in the amount of 872 000 FCF A (eight hundred and seventy-two thousand CFA francs), and valid for 90 days beyond the original bid validity period. On pain of rejection of the bid, the other required administrative documents (currently valid) must be submitted in original form and certified copies confirmed by the issuing department or an administrative authority, in accordance with the provisions of the special tender Regulations. 

Each bid drafted in English or French should sumited on ligne, latest on.22 /july /2026 at 09 am  local time and should be labelled as follows: 

The administrative documents, the technical and financial proposals shall be opened on 22th july 2026 at 10 pm O'clock local time, At the Internal Commission in charge of Public Contracts  situated at the Senior Divisional Office. Tenders shall be opened in one go and in three steps:

_ Step 1 : Opening of envelope A containing the administrative document (volume I); 

Step 2: Opening of envelope B containing the technical proposal (volume 2);

Step 3: Opening of envelope C containing the financial offer (volume 3). 

All tenderers may attend the opening session or each has themselves represented by one mandated person of their choice (even in the event of a joint-venture) with sound knowledge of their  file 

MAIN ELIMINATORY CRITERIA:

To have a reselected or an abandoned project throughout three last years;

Failure of satisfying at least 75% of the criteria during the bid's evaluation;

Absence of been prequalified as indicated in the« piece 0 »; 

Omission of a quantified unit price in the financial offer;

Incomplete Administrative Document or Non conformed administrative document and 

non-regularized in the delay given by the commission

False declaration, forged or scanned documents and non-regularized after 48 hours. 

The contract will be awarded to the bidder with the least offer who acquires the required technical  and administrative capacities

Bidders shall remain committed to their bids for 120 days from the initial deadline set for the submission of bids.
