The said Works shall be financed by the Presidential Plan for the Reconstruction and Development of the NW/SW Regions (PPRD) for the 2026 financial year assigned to the Senior Divisional Officer for Bui as Authorizing officers with Budget Heads N°_______________________

The file may be obtained from the Bui Divisional Tender’s board Secretariat Telephone (237) 675 77 15 00 as soon as this tender notice is published against payment of a non-refundable sum of 80,000 (Eighty Thousand) CFA francs, payable at the Divisional Treasury of Bui, representing the cost of purchasing the tender file.
When collecting the Tender Dossier, bidders shall register by providing their full contact details (P.O. Box, telephone numbers, fax, email, etc.). The receipt shall identify the purchaser as the representative of the company wishing to participate in the tender.
The Tender Dossier may also be obtained free of charge by downloading it from the COLEPS platform at the above-mentioned addresses for the electronic version. However, online submission is subject to payment of the Tender Dossier purchase fees.
The bid shall be submitted by the bidder on the COLEPS platform no later than 30/07/2026 at 11:00 a.m.
A backup copy of the bid saved on a USB flash drive or CD/DVD, together with the original bid security, shall be submitted in a sealed envelope and delivered against receipt to the Secretariat of the Senior Divisional Officer’s Office for the Bui Division, located in Kumbo, no later than 30/07 /2026 at 11:00 a.m. local time, and shall bear the following indication:

File size and format
The maximum size of the documents previously mentioned (Volume 1, Volume 2 and Volume 3) that will transit on the platform and constitute the bidder’s offer are as follows:
· 5 MB for Administrative Documents (Volume 1);
· 15 MB for the Technical Offer (Volume 2);
· 5 MB for the financial Offer (Volume 3);
Accepted formats include:
· PDF format for textual documents;
· JPEG for pictures.
Candidates shall make sure that compression software is used to reduce the size of the files to be forwarded.
The maximum execution deadline shall be four (04) calendar months, including the rainy season and other vagaries, with effect from the date of notification of the administrative order of work commencement.
Each bidder should include in his administrative document, a bid bond of 810.000 (Eight hundred and ten Thousand) CFA francs issued by a first rate-bank or financial institution approved by the Ministry in charge of Finance in conformity with COBAC conditions.
Against the risk of being rejected, only originals or true copies certified by the issuing service or administrative authorities of the administrative document required, including the bid bond, shall imperatively be produced in accordance with the Special Conditions of the invitation to tender. They shall neither be older than three (03) months nor be produced before the signing of the tender notice.
Any offer not in conformity with the prescriptions of this notice and tender file shall not be accepted, especially the absence of a bid bond issued by a first rate-bank or financial institution approved by the Ministry in charge of Finance, or the non-respect of the model shall lead to a pure and simple rejection of the offer without any appeal being entertained
Under penalty of being rejected, only originals or true copies certified by the issuing service must imperatively be produced in accordance with the Special Regulations of the invitation to tender.
They must obligatorily not be older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice
Any bid that does not comply with the requirements set forth in the Tender Dossier shall be declared inadmissible. In particular, any bid security that does not correspond to the consultation concerned shall be deemed null and void and treated as if it were never submitted. Furthermore, any bid security presented by a bidder during the bid opening session shall be declared inadmissible and shall not be taken into consideration.
The bids shall be opened in a single phase. The opening of the administrative documents, the Technical and Financial offers will take place on the 30/07/2026 at 12 noon local time, at the Conference Hall of office designated by the Contracting Authority (The senior Divisional officer), by the Bui Divisional Tenders Board. Only bidders may attend or be represented by duly mandated persons of their choice
There are two types of evaluation criteria: eliminatory and essential criteria. [The aim of these criteria is to identify and reject incomplete bids or bids not in conformity with the essential conditions laid down in the Tender File.
i. Eliminatory Criteria.
They refer especially to:
· Outright elimination during the opening session of the bids
1. Absence of the bid bond and deposit receipt issued by the CDEC
· Elimination during the evaluation of bids by the adhoc committee
· Absence or non-conformity of an element in the administrative file;
· Deadline for delivery higher than prescribed;
· False declaration or falsified documents;
· A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;
· Incomplete financial file;
· Change of quantity or unit of the Tender file in the financial bid;
· Absence of a categorisation certificate or proof of file deposit;
¨ Technical assessment mark lower than 75% of “Yes”,
¨ Suspension of the enterprise by ARMP.
ii. Essential criteria
Essential criteria are primordial in the judgment of the technical and financial capacity of candidates to execute the works forming the subject of the invitation to tender.
The criteria relating to the qualification of candidates are based on the following:
§ General presentation of the tender files;
§ References of the company in similar achievements;
§ Experience of supervisory staff,
§ Logistics (Equipment);
§ Methodology;
§ Financial capacity;
§ compliance with the model bid,
§ Attestation of site visit signed by the Contractor,
§ Report of site visit with pictures signed by the Contractor,
§ The Special Technical Clauses (STC). (Each page should be initialed and the last page signed and stamped by the contractor);
§ Special Administrative Clauses completed (each page should be initialed and the last page signed and stamped by the contractor),
§ Pre – Financing capacity not less than 75% of the amount required in the offer.
The essential criteria are subjected to minima whose detail is given in the Special Regulation of the Invitation to tender (RPAO).
iii. Main qualification criteria
The criteria relating to the qualification of candidates could be indicative on the following:

This evaluation shall be done in a purely binary method with a (yes) or a (no) with an acceptable minimum of 75% of the essential criteria taken in to account.
The contract will be awarded to the bidder who would have proposed the offer with the lowest amount, in conformity with the regulations of the Tender Documents and having scored 100% of the eliminatory criteria and at least 75% of the essential criteria
The jobbing order shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technical quality. (See article 99 of the public contracts code).
The bidders shall remain committed to their offers during a period of (one hundred and twenty days) 120 days from the deadline set for the submission of bids
