Participation in this tender shall be open on equal conditions to all Cameroon-based public works contractors.
Works under this tender shall be financed by the Public Investment Budget of the MINJUSTICE as part of the 2026 annual program and following.
The mode of submission selected for this consultation is online. However, when both options are open, a bidder cannot use both online and ojjline methods.

Each bid drafted in English or French should sumited on ligne, latest on.24th July /2026 at 09 am local time and should be labelled as follows:
Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Governor, Senior Divisional Officer,Divisional Officer ... ) in accordance with the Special Conditions of the invitation to tender.
They must not be more than three months preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.
The administrative documents, the technical and financial proposals shall be opened on 24th ju)y 2026 at 10 pm O'clock local time, At the Internal Commission in charge of Public Contracts situated at the Senior Divisional Office. Tenders shall be opened in one go and in three steps:
Step 1: Opening of envelope A containing the administrative document (volume 1);
Step 2: Opening of envelope B containing the technical proposal (volume 2);
Step 3: Opening of envelope C containing the financial offer (volume 3).
All tenderers may attend the opening session or each has themselves represented by one mandated person of their choice (even in the event of a joint-venture) with sound knowledge of their file
The eliminatory criteria include:
• Absence of bid bond at the opening of bids;
• Failure to submit, beyond the 48(forty-eight) hours deadline after the opening of bids, a document of the administrative file deemed non-compliant or absent (except the bid bond);
• False declarations, fraudulent schemes or forged documents;
• Absence of the sworn statement/or not having abandoned contracts during the last three years;
• Failure to comply with bids file format;
• Absence of a quantified unit price in the financial offer;
• Absence of prospectus accompanied by manufacture 's technical sheet produced (where applicable)
• Absence of approval or authorisation of manufacturer, if applicable;
• Absence of own or hired minimum equipment (to be specified by the Project Owner);
Absence of an element in the financial offer (submission, BPU, DQE);
• Absence of integrity charter dated and signed
