The Governor of the West Region, contracting authority, launches, an Opened National Invitation to tenders on behalf of west Regional Delegate of Public Works, delegated project owner, for the execution works with double-coat surface  dressing and maintenance I rehabilitation works of certain roads in Balatchi group " end of tar Government High School bloc 11 ·Tialong crossroads-Balatchi chiefdom in Mbouda subdivision, Bamboutos division, west region,  phase 2 (total length: 10,27 KM:) (In emergency procedure

The work to be performed include: 

SERIE 000: INSTALLATIONS

SERIE 200: RIGHT-OF-WAY-EARTHWORKS-ROADWAY 

SERIE 300: SANITATION WORK

NB: It should be noted that the construction of sanitation works will necessary be one on the basis of the approach  « High Labor Intensity ».The benefits of the holder are defined in more detail in the CCTP

The estimated cost of these works at the end of the preliminary studies is: 700 000 OOO(Seven hundred million) CFA francs including tax;

The work is divided into one single lot

Participation is opened on equal terms to all categorized A, B, C and D companies established in Cameroon

The works, which are the subject of this Call for Tenders, are financed by BIP MINTP 2026 (ONE-OFF DELEGATION)

The physical version of the Tender Documents can be obtained during working hours at the west Governor's Office in Bafoussam, upon  publication of this notice, against payment of a non-refundable sum of 250 000 (Two hundred thousand) CFA francs payable to the West Public Treasury. 

It is also possible to obtain the electronic version of the file by downloading free of charge at the addresses indicated above for the electronic version. However. the submission by physical or electronic means is conditional on the payment of the DAO's purchase fee

The timeframe for this project is Four (04) months 

Under penalty of rejection, each bidder must attach to its administrative documents, a stamped bid deposit, paid by hand, issued by a  first-rate bank approved by the Ministry of Finance and listed in Exhibit 12 of the DAO for an amount equal to: 3 000 OOO(three million) CFA francs, valid for thirty (30) days, beyond the deadline for the validity of the offers.

The absence of the bid bond issued by a first-rate bank or a first-class financial institution authorized by the Ministry of Finance to issue guarantees in the context of public procurement, will lead to the outright rejection of the offer. A bid deposit produced but unrelated to the consultation concerned is considered to be missing. The bid deposit presented by a bidder during the bidding session is inadmissible. 

Moreover, and in accordance with the provisions of Circular N°000014/C/MINMAP/CAB of the 23rH July 2025, (Paragraph II, Item 4), the Procurement Committee shall ensure that the bid bonds presented in the context of this consultation consist of instruments issued by financial institutions and deposit receipts issued by the CDEC.

The administrative, technical and financial bids shall be opened on  2 8 JlDJ z02~ at 12 a.m. by the West Regional Tender Board located at the west Governor's meeting hall door 109, in the presence of the bidders or their duly authorized representatives having full knowledge of the file. 

Opening of bids shall be done in three phases:

Phase 1: opening of administrative documents (volume 1 ); 

Phase 2: opening of technical documents (volume 2);

Phase 3: opening of financial documents (volume 3). 

Under pain of being rejected, the required administrative documents must be submitted in originals or copies certified by the issuing service or the relevant administrative authority, in accordance with the  provisions of the Special Regulations of the invitation to tender. They shall be no later than 3 (three) months old from the original deadline for the submission of tenders or must have been issued after the date of  signature of the Tender Notice.

In case of absence or non-conformity of a document in the administrative file during the opening of bids, after  a 48(forty·eight) hours deadline granted by the Board, the file shall be rejected.

k) Absence of the chart of integrity;
