The Governor of the West Region, contracting authority, launches, an Opened National Invitation to tenders on  behalf of west Regional Delegate of Public Works, delegated project owner, for the project manager of the execution works with double-coat surface dressing and maintenance I rehabilitation works of certain roads in Balatchi group " end of tar Government High School bloc II • Tialong crossroads-Balatchi chiefdom in Mbouda subdivision, Bamboutos division, west region, phase 2 (total length: 10,27 KM:) (In emergency procedure)

The services to be performed include: 

• Mission 1: Directorate for the Execution of Works Contracts (DET);

• Mission 2: Scheduling, management and coordination of construction sites (OPC); 

• Mission 3: Assistance during reception operations (AOR).

The holder's services are defined in more detail in the terms of reference. 

The estimated cost of these works at the end of the preliminary studies is:  20 000 OOO(Twenty million) CFA francs including tax;

The work is divided into one single lot.

Participation is opened on equal terms to all categorized A, B, C, D and E companies established in Cameroon. 

The works, which are the subject of this Call for Tenders, are financed by BIP MINTP 2026 (ONE-OFF DELEGATION)

As soon as this notice is published, the Tender File may be consulted during working hours at the Governor's Services, door 114. The physical version of the Tender Documents can be obtained during working hours at the west Governor's Office in Bafoussam, upon publication of this notice, against payment of a non-refundable sum of 34 000 (Thirty.four thousand) CFA francs payable to the West Public Treasury.

It is also possible to obtain the electronic version of the file by downloading free of charge at the addresses indicated above for the electronic  version. However, the submission by physical or electronic means is conditional on the payment of the DAO's purchase fees. 

The bidder's offer written in French or English must be submitted on the COLEPS platform latest on the 2 8 JU1l at 11 a.m.

A back-up copy of the tender recorded on a USB key or CD/DVD must be sent in a sealed envelope and physical copy of  the bidder's offer must be submitted by the bidder at the same time at the Governor's services door 114 with the clear and legible indication "back-up copy", within the deadline set, bearing the following mention

The global timeframe for this project is Five (05) months calendar: Four (04) months for the project management of  works and one (01) month for the establishment of the final report.

Under penalty of rejection, each bidder must attach to its administrative documents, a stamped bid deposit, paid by hand, issued by a  first-rate bank approved by the Ministry of Finance and listed in Exhibit 12 of the DAO for an amount equal to: 200 OOO(Two hundred thousand) CFA francs, valid for thirty (30) days, beyond the deadline for the validity of the offers. 

The absence of the bid bond issued by a first-rate bank or a first-class financial institution authorized by the Ministry of Finance to issue guarantees in the context of public procurement, will lead to the outright rejection of the offer. A bid deposit produced but unrelated to the consultation concerned is considered to be missing. The bid deposit presented by a bidder during the bidding session is inadmissible. 

Moreover, and in accordance with the provisions of Circular N°000014/C/MINMAP/CAB of the 23rH July 2025, (Paragraph II, Item 4), the Procurement Committee shall ensure that the bid bonds presented in the context of this consultation consist of instruments issued by financial institutions and deposit receipts issued by the CDEC.

Bids shall be opened in two phases, Administrative and technical files shall be opened on the  2 8 .1118 2026 at 1 p.m. by the West Regional Tender Board located at the west Governor's meeting hall door 109. in the presence of the bidders or their duly authorized representatives having full knowledge of the file. And financial files shall be opened after evaluation of technical files, only the bidder whose technical files have been qualified shall see their financial files evaluated. 

Under pain of being rejected, the required administrative documents must be submitted in originals or copies certified by the issuing service or the relevant administrative authority, in accordance with the provisions of the Special Regulations of the invitation to tender. They shall be no later than 3 (three) months old from the original deadline for the submission of tenders or must have  been issued after the date of signature of the Tender Notice.

In case of absence or non-conformity of a document in the administrative file during the opening of  bids, after a 48(forty-eight) hours deadline granted by the Board, the file shall be rejected.

 Eliminating criteria:

a) Absence of administrative document or not conformity and not regulariza within 48 hours after the  opening of bid;

b) Absence of a signed, stamped and acquitted bid bond at the opening of files; 

c) Absence of a deposit receipt issued by the CDEC;

d) False declarations, fraudulent schemes or forged documents; 

e) Failure to comply with bids file format;

f) Presence in the list of suspended companies 

g) Technical note lesser than 70% of total criteria's;

h) Absence of not quantify unite price in the financial file;

i) Steal having an on-going project of the year 2025 because of the bidder;

j) Absence of the dated and signed commitment statement to comply with environmental and  social clauses,

k) Absence of the chart of integrity; 

I) Absence of a certified copy of certificate of categorization or of the decision publishing the results of categorisation of companies; 

m) Absence of a financial capacity equal at least to 30% of the provisional amount; 

Failure to present a chief of mission with at least a bachelor of Civil Engineering degree,

registered with the national Order of Civil Engineers, with an experience of five (05) years to 

the position of chief of mission;

o) Absence of the copy of approval from the design office or subcontracting project with an

The Contracting Authority awards the contract to the tenderer who has submitted a tender that meets the  required technical and financial qualification criteria and whose tender is evaluated the lowest by combining technical, financial and/or aesthetic criteria, including, where applicable, the discounts offered. 

Bidders remain bound by their bids for one hundred and twenty (120) days from the initial deadline for  submission of bids.
