Within the framework of implementing the activities related to 2026 Budget allocated to the Establishment, the Director General of SOWEDA hereby a re-launches an Open National Invitation to tender for the Supply of Spare Part and Rehabilitation of the Engine of Bulldozer D9 (KOMATSU) working along the Sodem Bekanje Road in West Coast Idenau Municipality, South West Region, By Emergency Procedure. As per Press Release No.003/SOWEDA/2026 of 08/06/2026, the previous tender was declared unsuccessful and is being re-launched.
The services related to this contract shall comprise the Tender for the Supply of Spare Part and Rehabilitation of the Engine of Bulldozer D9 (KOMATSU) working along the Sodem Bekanje Road in West Coast Idenau Municipality, South West Region as described in the technical specifications.
The estimated cost of this tender is: FCFA 26,000,000 (Twenty Six million francs) taxes inclusive
The supply and rehabilitation that is subject of this tender shall be in a single lot.
Participation in this invitation to tender is open to duly legalized Cameroonian based enterprises that are licensed in the supply of heavy-duty equipment and which fulfill the requirements of this invitation to tender
The supply and Rehabilitation which is subject of this invitation to tender shall be financed by SOCIETE DE RECOUVREMENT 2026.
Interested bidders can consult the tender file online on the COLEPS platform or the Head Office of SOWEDA, Buea (Department of Administration and Finance) during working hours (7.30 a.m. to 3.30 p.m.).
The file can be obtained from COLEPS platform as soon as this notice is published against payment of the sum of FCFA 30,000 (thirty thousand francs), payable into the CAS-ARMP Account N° 335 988 opened in any BICEC Bank Branch.
For online submission by electronic means, the offer must be submitted by the bidder on the COLEPS platform against a receipt not later than 26/06/2026 at 10.00 a.m. local time. A backup copy of the offer saved on a USB key must be sent in a sealed envelope with the clear and legible indication "backup copy", in addition to the above mentioned within the time limis.
N.B.: File size and format for online submission, the maximum sizes of the documents that will transit on the platform and constitute the bidder's offer are as follows:
• 5 MB for the Administrative file;
• 15 MB for the Technical Offer;
• 5 MB for the Financial Offer.
The accepted formats are as follows:
• PDF format for text documents; JPEG for images. The candidate will ensure that compression software is used to possibly reduce the size of the files to be transmitted in accordance with the sizes indicated above.

The maximum deadline provided for the delivery of the various items that are subject of this tender is fixed at 02 (two) months. Each bidder must include in his administrative documents a bid bond issued by a first rate banking/insurance establishment approved by the Ministry in charge of finance and whose list is found in document N° 12 of the Tender File and valid for thirty (30) days beyond the date of validity of bids amounting to: FCFA 520,000 (Five hundred and twenty thousand francs
The bid bond/CDEC provided must be in accordance with the Circular Letter No. 000019/LC/MINMAP of 5th of June 2024 relating to the modalities of constitution, deposit, conservation, restitution and withdrawal of bond on public contracts.
The absence of the bid bond issued by a first-rate bank authorised by the Minister in charge of Finance to issue bonds for public contracts shall lead to the immediate rejection of the offer. A bid bond submitted but that does not have any relation with the consultation concerned shall be considered as absent. The bid bond presented by a tenderer at the bid opening session shall not be accepted

The bids shall be opened online on the 26/06/2026 at 11:00 a.m. local time in the SOWEDA Conference Hall by the SOWEDA Internal Tenders Board. Only bidders may attend or be represented by a duly mandated person.
- References in similar domain of similar supplies: at least 02 (two) similar supply during the last five years;
- Absence of declaration of non-abandonment of a public contract during the last three years;
- Non-satisfaction of at least 70% (5 yes/7) of the essential criteria;
- Financial capacity below 50% of the tender amount;
- Absence of prospectus accompanied by the technical sheets from the manufacturer;
- Absence of agreement or authorization from the manufacturer;
- Failure to comply to one of the major technical characteristics criteria below:
- Absence of attestation of site visit (where the Equipment is located along Sodem-Bekanje Road) and report signed by the SOWEDA Sub-Director for Roads.

The contract shall be awarded to the bidder whose administrative bid shall be up-to-date, technical bid judged satisfactory and who shall be the least financial bidder.
Bidders shall be bound by their bids for a period of 90 (ninety) days effective from the date of opening of bids
