Within the framework of the execution of the 2026 State Budget, Delegated Contracting Authority of the South West Region hereby launches an OPEN NATIONAL INVITATION TO TENDER FOR THE REHABILITATION OF THE REHABILITATION INSTITUTE FOR THE BLIND (RIB) BUEA.
The works comprise notably; FOR THE REHABILITATION OF THE REHABILITATION INSTITUTE FOR THE BLIND (RIB) BUEA.
. This involves the realization of the tasks outlined in the bill of quantities and cost estimates and elaborated in the special technical clauses comprising notably:
Site installation and preliminary temporal works;
Masonry
Roofing works ;
Tilling works ;
Wood/ Metallic works ;
Electricity works ;
Painting works ;
The estimated cost after preliminary studies stands at: Fifteen million (15,000,000) FCFA.
Participation in this invitation to tender is open to all registered Cameroonian enterprises, with the necessary technical, financial and legal capacities.
Works which formed the subject of this invitation to tender shall be financed by the PUBLIC INVESTMENT BUDGET (PIB), 2026 financial year through budget head (imputation) N°. and Credit card N

The tender file may be acquired from the Governor 's Office, at the office of the Secretary of the Regional Tenders Board, door 14 ; Tel: 233 32 25 07 as soon as this notice is published and upon presentation of a non-refundable treasury receipt (payable at the Regional Treasury Buea) bearing the amount of twentyfive thousand (25,000) FCFA. Such a receipt shah identify the concerned bidder.
For online submission by electronic means, the offer must be transmitted by the bidder on the COLEPS platform. A backup copy of the offer saved on a USB key or CD/DVD must be sent in a sealed envelope with the clear and legible indication "backup copy", in addition to the above mention within the Lime limits.
N.B.: File size and format for online submission, the maximum sizes of the documents that will transit on the platform and constitute the bidder's offer are as follows:
· 5 MB for the Administrative file;
· 15 MB for the Technical Offer;
· 5 MB for the Financial Offer. The accepted formats are as follows:
· PDF format for text documents; JPEG for images. The candidate will ensure that compression software is used to possibly reduce the size of the files to be transmitted in accordance with the sizes indicated above.
NB: Any incomplete offer in accordance with the prescriptions of the Tender File shall be declared
inadmissible. Especially the absence of a bid bond issued by a financial body or institution approved
by Me Minister in charge offinance to issue bonds for public contracts or the failure to comply with the
model documents in the Tender File shah lead automatically to the rejection of the bid without any
other procédure. A bid bond submitted but not relating to consultation concerned shall be considered as absent. A bid bond presented by a bidder during the bid opening session shall not be accepted. 1. The maximum duration of execution provided for by the Delegated Contracting Authority is three (03) months. This duration is as from the date of notification of the service order to start work.
The bid bond should be issued through CDEC Each bidder must include in his/her administrative documents, a bid bond that respects the models of this tender file, issued by a first-rate banking or insurance establishment approved by the Ministry in charge of finance, (see list in document No. 12 of this tender file), and of an amount of three hundred (300,000) FCFA, valid for Ninety (90) days beyond the date of validity of bids.
Bid bonds for unsuccessful bidders shall be withdrawn not latex than fifteen (15) days after the award of the contract and that of the successful bidder shah be retained until the required performance guarantee for good execution is provided.

The opening of the bids in one phase shall be done on26/06/2026 at 11:00 am prompt local time in the Conference Hall of the South West Governor's Office by the South West Regional Tenders Board. Only bidders may attend or be duly represented by a person of their choice, who has a full knowledge of the file and mandated in that capacity.
The evaluation of bids shall be carried out in three stages:
Ø l'Stage : verification of the presence and conformity of each administrative document ;
Ø rd Stage : Evaluation of the technical bids ;
Ø 3rd Stage: Analyses of the financial bids.
The criteria of evaluation shall be as follows:
14.1-Eliminatory criteria
Absence or insufficient bid bond issued by CEDEC.
Absence of other relevant or key administrative documents, not made available alter forty-eight
hours.
- False declaration or falsified documents;
Omission or modification of a quantified task on the bill àf quantities and cost estimates; Non satisfaction of at least 80% of the main qualification criteria;
- Haven been suspended by MINMAP;
- Non respect of dateline for execution beyond specified duration; Must have done similar jobs in the south west region;
- Signs or mark that can identify the bidder.
- Having uncompleted projects for the previous year.
14.2. Main qualification (essential) criteria: The evaluation of the bids shall be done on predefined technical criteria following the binary process (`Yes' or `No'). The criteria relating to the qualification of candidates will indicatively be on the following:
· General Presentation, compliance with the model bid;
· Financial capacity;
· Experience (references) of the enterprise;
· Personnel to be mobilized
· Material and essential equipment put at the disposai of the project;
· Methodology, organization of the site and relevance of proposed solutions;
· Proof of security measures on site;
· Proof of site visit with images;
· Initiais on ail pages and signature on the last pages of special technical and administrative clauses.
The jobbing order shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technical quality, in accordante with article 99 of the public contracts code. That is, it shall be awarded to the bidder with a satisfaetory technical score and the lowest financial offer.
The bidders shah remain committed to their offers/bids for a period of ninety (90) days from the deadline set for the submission of bids.
