Within the framework executing the 2026 public investment budget allocated to SOWEDA by the Ministry of Agriculture and Rural Development (MINADER), the Director General of SOWEDA intends to acquire the services of a Consultancy Firm to Carry Out Studies in View of the Design and Construction of Road including all Structures (Bridges and Culverts) from Eyang Atemako - Ntenmbang in Manyu Division and along the Sodem – Bekanje Road in Fako/Ndian Division, South West Region. Following the outcome of Expression of Interest N° 001/REI/SOWEDA/26 of 24/03/2026, no bidder submitted bids hence was declared unsuccessful by Press Release No. 001/SOWEDA/2026 of 14/04/2026. The tender is hereby launched as an open national tender in conformity with the provisions of Article 76(4) of Decree No. 2018/366 of 20 June 2018 to institute the Public Contracts.
The works that are subject of this tender shall be presented as follows:
Ø Obtaining a cost-effective design of Road including all Structures (Bridges and Culverts) from Eyang Atemako - Ntenmbang in Manyu Division and along the Sodem - Bekanje respectively, considering all elements which bear on the expected life and durability of the roads.
The estimated cost of the works following prior studies shall be in two lots which stands at the sum of FCFA 18,000,000 (eighteen million francs) broken down as follows:

Participation in this invitation to tender is open to is open to duly legalized Cameroonian based enterprises specialized in the provision of consultancy services and which fulfil the requirements of this invitation to tender
The services for which this Consultation is intended shall be financed by the MINADER 2026 Public Investment Budget; Line: MINADER/PIB/SOWEDA/2026.
Interested bidders can consult the tender file online on the COLEPS platform or the Head Office of SOWEDA, Buea (Department of Administration and Finance) during working hours (7.30 a.m. to 3.30 p.m.).
The file can be obtained from COLEPS platform as soon as this notice is published against payment of the sum of a non-refundable fee of 15,000 (fifteen thousand) francs CFA, payable into the CAS-ARMP Account N° 335 988 opened in any BICEC Bank Branch.
For online submission by electronic means, the offer must be submitted by the bidder on the COLEPS platform against a receipt not later than 03/06/2026 at 10.00 a.m. local time. A backup copy of the offer saved on a USB key must be sent in a sealed envelope with the clear and legible indication "backup copy", in addition to the above mentioned within the time limits.
N.B.: File size and format for online submission, the maximum sizes of the documents that will transit on the platform and constitute the bidder's offer are as follows:
• 5 MB for the Administrative file;
• 15 MB for the Technical Offer;
• 5 MB for the Financial Offer.

The period of execution of the assignment that is subject of this tender shall be 02 (two) months.
3. Bid bond
Under risk of being rejected, each bidder must include in his administrative documents, a bid bond issued by a first rate-bank or insurance company approved by the Ministry of Finance featuring on the list in Document 10 of the Tender File amounting to:
Each bid must have a validity of 90 days with effect from the date of bids opening.
The bid bond provided must be in accordance with the Circular Letter No. 000019/LC/MINMAP of 5th of June 2024 relating to the modalities of constitution, deposit, conservation, restitution and withdrawal of bond on public contracts.

The bids shall be opened in a single phase. The administrative, technical and financial bids shall be opened on 03/06/2026 at 11.00 a.m., local time in the SOWEDA Conference Hall by the SOWEDA Internal Tenders Board, in the presence of the bidders or their duly authorized representatives.
Bids shall be rejected for:
a) Absence of a bid bond/CDEC Receipt
b) Absence of Certificate of Categorisation
c) Absence or non-conformity of an administrative document within 48hours after bids opening
d) Absence of declaration of non-abandonment of a public contract during the last three years;
e) False declaration or falsified document
f) Experience of bidder for similar assignments (references) at least 02 (two) similar services during the last five years
g) Technical score less that 70/100
h) Absence of attestation of site visit and report signed by the SOWEDA Sub-Director for Roads

15. Method of Selection of Firm
The firm shall be retained by the method of combination of the technical and financial marks, in conformity with the procedure laid down in the Tender Document:
· Technical Weight: 60%
· Financial Weight: 40%
The contract shall be awarded to the bidder with a higher score, in accordance with the following formula:

The financial score (Fs) is obtained as follows:
Let Fm = minimum financial proposal. Its financial score is equated to 100 points. The other bidder’s financial score (Fs) will be processed as follows:

The contract shall be awarded on the basis of the best offer using a combination of technical and financial criteria, to the firm that scores highest with respect to Article 15 above.
Bidders shall be bound by their bids for a period of 90 (ninety) days with effect from the date of submission of bids.
