Within the framework of the Public Investment Budget 2025, the Lord Mayor of Menji council hereby launches a Open National Iinvitation to Tender No. 14 ONIT/SWR/LD/MCTB/2026 OF 27 APRIL 2026 FOR THE OPENING OF THE FARM TO MARKET ROAD : ATTENG ATTAH-ATETAP, ATTENG ATTAH-ABEBUE-NJOAGWI PALACE-MELEBUH-TANGUNJI JUNCTION) WITHIN MENJI MUNICIPALITY, FONTEM SUBDIVISION, LEBIALEM DIVISION, SOUTHWEST REGION

The works for which preliminary studies have been carried out and detail information   

Provided in the technical specifications and bill of quantities comprise the following:

-      Series 000: site installation

-      Series 100: clearance and earthworks

-      Series 200: drainage and structures

The estimated cost after preliminary studies is thirty-three million (33,000,000) CFA Francs                all taxes inclusive                   

The works which are subject of this invitation to tender is in one lot.

Participation in this invitation to tender is open to all registered Cameroonian enterprises, with the necessary technical, financial and legal capacities.

Works which formed the subject of this invitation to tender shall be financed by the Public Investment Budget of MINDDEVEL of 2026, through

The file can be consulted during working hours at the MENJI COUNCIL office as soon as this notice is published.

The tender file shall be acquired from the Menji Council Office (General Secretariat), as soon as this notice is published and upon presentation of a non-refundable treasury receipt (paid at the Menji Council Treasury) bearing the amount of Fifty thousand (50,000) CFA Francs. Such a receipt shall identify the concerned bidder

Each bid drafted in English or French shall be signed by the bidder or by a duly authorized representative and presented in seven (07) copies including the original and six (06) copies marked as such. These shall be submitted in one sealed pack containing three (3) envelopes; (A: Administrative file, B: Technical file, C: Financial file). The sealed pack shall bear no information on the enterprise, and should reach the MENJI COUNCIL Office (General Secretariat), latest 3 June 2026 at 10:00 am local time and should carry the inscription:

-       Envelop A: Administrative Documents.

-       Envelop B: Technical Bid.

-       Envelop C: Financial Bid.

These three envelops shall be put in a fourth envelop and which should be imperatively labeled ONLY with the following inscriptions:

         The maximum deadline provided by the Project Owner for the execution of the works forming the subject of this invitation to tender is three (03) months.

          Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of six hundred and sixty thousand (660,000) CFA Francs and valid for ninety (90) days beyond the date of validity of bids. The opening of the bids in one phase shall be done on 3 June 2026 at 11:00 am prompt local time in the Conference Hall of the Menji Council Tenders Board or any authorized location.

Only bidders may attend or be duly represented by a person of their choice, who has a full knowledge of the file and mandated in that capacity.

Any bid not meeting with the requirements of the Tender File will be declared inadmissible if:

The eliminatory criteria are identified as follows:

¨       Absence of bid bond and CDEC receipt.

¨       False declaration, forged or falsified document,

¨       A technical score less than 70%

¨       Absence of quantified unit price,

i.                    Essential criteria

The criteria relating to the qualification of candidates could indicatively be the following:

The non-respect of 70% of the above criteria shall cause the elimination of the bid.

The contract shall be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender.

NB. A bidder can be awarded one or more lots.

Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
