Within the framework of the Public Investment Budget 2025, The Mayor of Menji Council hereby launches an OPEN NATIONAL INVITATION TO TENDER FFOR THE CONSTRUCTION OF A CASSAVA PROCESSING CENTRE IN NJENTSE ESSOH ATTAH, MENJI MUNICPALITY, FONTEM SUB-DIVISION, LEBIALEM DIVISION, SOUTHWEST REGION

The works comprise the output of the preliminary studies carried out and the detailed information provided in the technical specifications and the quantitative estimates.

The estimated budget inclusive of taxes is Twenty-Three Million (23 000 000) FCFA;

The Open National Invitation to Tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of this Open National Invitation to Tender.

Works of this Open National Invitation to Tender shall be financed by Public Investment Budget

The maximum time frame provided for the execution of the works forming the subject of this Open National Invitation to Tender is four (04) months, with effect from the date of notification of the service order to commence works.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate financial establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the Tender File and Each bid shall be accompanied by a bid security worth of Four hundred and four thousand   (460 000) CFA Francs (2% of the project amount) which is valid for thirty (30) days beyond the date of validity of bids. Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided.

The bids shall be opened in a single (01) phase on 3 June 2026 at 11am local time in the Conference Hall, at the Menji council office by the competent Tender board, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

i.                    Eliminatory criteria

Any bid not meeting with the requirements of the Open National Invitation to Tender File will be declared inadmissible. The eliminatory criteria are identified as follows:

v  Lack of bid bond or false bid bond and Receipt from CDEC

v  Forged or falsified documents in the Open National Invitation to Tender File.

v  Absence or non-conformity of an administrative document within 48hours after bids opening

v  A technical score of less than 70%,

v  Omission of a quantified unit price in the financial offer.

ii.                  Essential criteria

The main qualification criteria shall concern:

The contract shall be awarded to the bidder whose bid will be judged essentially in compliance with the Open National Invitation to Tender File and who has the required technical and financial capacities to execute the contract satisfactorily and whose financial offer was evaluated as the lowest by including, where necessary, proposed rebates.

Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
