Within the framework of the Public Investment Budget of 2025, The Mayor of MENJI COUNCIL hereby launches an OPEN NATIONAL INVITATION TO TENDER
(BY EMERGENCY PROCEDURE)
For the Rehabilitation of Two (02) Classrooms each at GS Mboeh, GS Nchembin, GPS Njeh, GS Mbindia and GS Lekong-Fokem (Total: 10 Classrooms), Menji Municipality, Fontem Sub-Division, Lebialem Division , in a single lot.
The works comprise the output of the preliminary studies carried out and the detailed information provide in the technical specifications and the quantitative estimates.
The estimated cost after preliminary studies is twenty million, two hundred thousands
(20,200, 000 ) CFA Francs all taxes inclusive.
The works which are subject of this invitation to tender are grouped into a unique lot.
Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities who are not under suspension by the authority in charge of public contracts.
Works which formed the subject of this invitation to tender shall be financed by the 2026 MINEDUB PIB through:

The tender file may be acquired from the MENJI COUNCIL office as soon as this notice is published and upon presentation of a non-refundable treasury receipt (payable at the Menji Council Treasury) bearing the amount of Fifty thousand (50 000) CFA Francs. Such a receipt shall identify the concerned bidder.
Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should be submitted to the MENJI COUNCIL Secretariat not later than June 6, 2026 at 10.00 a.m., local time in three (03) distinct envelopes which shall be labelled as follows:
- Envelope A: Administrative documents;
- Envelope B: Technical offer;
- Envelope C: Financial offer.
These three (03) envelops will be put in a fourth one which shall be sealed and labelled imperatively as follows:

The maximum execution time frame provided by the Project Owner for the execution of the works forming the subject of this invitation to tender is three (03) Months, with effect from the date of notification of the service order to commence works.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate financial establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the Tender File and Each bid shall be accompanied by a bid security worth of Four hundred and four thousand (404 000) CFA Francs (2% of the project amount) which is valid for thirty (30) days beyond the date of validity of bids. And the receipt from CDEC.
Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided.

The offers shall be opened in a single phase. The administrative, technical and financial bids shall be opened on, the June 6, 2026 at 11.00 a.m., local time by the MENJI COUNCIL Internal Tender’s Board in the conference hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
The evaluation of bids shall be carried out in three stages:
Ø 1st stage: verification of the presence and conformity of each administrative document.
Ø 2nd stage: Evaluation of the technical bids.
Ø 3rd stage: Analysis of the financial bids.
The criteria of evaluation shall be as follows:
I. Eliminatory criteria
They are especially:
¨ Absence of bid bond, and the receipt from CDEC
¨ False declaration or forged document,
¨ A technical score of less than 70%,
¨ Absence of quantified unit price
II. Essential (main qualification) criteria
The criteria (assessed in a binary format) relating to the qualification of bidders shall indicatively be on the following:
¨ Experience of the enterprise (enterprise’s references in similar classroom rehabilitation works);
¨ Key personnel/staff to be mobilised;
¨ Methodological note/organisation of the work site;
¨ Equipment put at the disposal of the project;
¨ Financial capacity (6 000 000 CFA Francs)
¨ Execution deadline
¨ Company turnover of 15 000 000 CFA Francs
The jobbing order shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracts code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer.
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
