Within the framework of the improvement of mobility within the Kumba III municipality, most especially its drainage facilities, the Lord Mayor of the Kumba III Council hereby launches an Open National Invitation to Tender for the construction of an 8m bridge over Number Two Water along Appolinaire Street in Kumba III Sub-Division, Meme Division, South West Region.

3.Cout Prévisionnel New(Additif)

The estimated cost after preliminary studies is 120 119 250 FCFA.

4.Participation et origine New(Additif)

Participation in this Invitation to Tenders is open, on equal terms, to all companies and businesses under Cameroonian law with proven experience in the construction sector.

5.Financement New(Additif)

Works of this invitation to tender shah be financed by Public Investment Budget - MINTP of the 2026 financial year; Chapter 36, Paragraph 23411.

The file may be consulted during working hours at the Kumba III Council as soon as this notice is published.

7.Acquisition du Dossier New(Additif)

The file may be obtained at Kumba III Council as soon as this notice is published against payment of the sum of 100 000 (One hundred thousand) CFA francs, payable at Kumba III Council Municipal Treasury.

The maximum deadline provided by the Project Owner is fixed at five (05) months

10.Cautionnement Provisoire New(Additif)

Each bidder must include in his administrative documents, a bid bond issued by CDEC

Yaoundé of an amount of 600,596 F CFA and valid for ninety (90) days beyond the date of validity of bids.

12.Ouverture des Plis New(Additif)

The bids shall be opened in a single phase.

The opening of administrative documents and the technical and financial bids shall be on the 28/04/2026 at 11arn local time by the Kumba III Council Internal Tenders Board situated at the Kumba III Council, and in the presence of all bidders.

Only bidders may attend or be represented by a duly mandated persan.

13.Critères d'évaluation New(Additif)

Eliminatory criteria
a) Absence of the bid bond;

c) False statement, falsified or non-genuine document;

d) Incomplete Technical Offer for absence of:

· Attestation of site visit and site visit report;

· The declaration on honour attesting that the tenderer has not abandoned a contract during the last three years, and that he is not on the list of failing companies established by MINMAP;

· A Works supervisor with the qualification required in the tender documents;

· The section "organization, methodology and planning"

e) Omission of a quantified unit price in the Price Schedule and the Bill of Quantities; fl Incomplete Financial Offer for absence of any of the following:

· A submission;

· The Unit Price Schedule according to the model with indication of the prices excluding VAT in figures and in letters, filled in a legible way;

· Bill of Quantities;

· The sub-detail of unit prices;

g) Proposai of a civil servant among the supervisory staff;

h) Not having validated the first Pive (05) essential criteria after the marking of the essential technical criteria.

14.Attribution New(Additif)

The contract will be awarded to the tenderer submitting the lowest evaluated bid and fulfilling the required administrative, technical and financial criteria.

15.Durée Validité des Offres New(Additif)

Bidders will remain committed to their bids for 90 days from die deadline set for the submission of bids.
