Within the framework of The Public Investment Budget 2026, the Lord Mayor of Menji council hereby launches a National invitation to tender for THE CONSTRUCTION OF A MODERN COCOA OVEN IN NYI FORKA MENJI MUNICIPALITY, FONTEM SUB-DIVISION, LEBIALEM DIVISION.
The works for which preliminary studies have been carried out and detail information
Provided in the technical specifications and bill of quantities comprise the following:
Series 000: site installation
Series 100: clearance and earth work
Series 200: drainage and structures
The estimated cost after preliminary studies the work is in one lot. is eleven million (11.000.000) CFA Francs.
Participation in this invitation to tender is open to all registered Cameroonian enterprises, with the necessary technical, financial and legal capacities.
Works which form the subject of this Tender File shall be financed by the public investment Budget 2026 financial year

The maximum deadline provided by the Project Owner for the execution of the works forming the subject of this invitation to tender is three (03) months
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Open National Invitation to Tender File, and of an amount of 2% which is valid for Ninety (90) days beyond the date of validity of bids being 220,000 CFA Francs. The bids shall be opened in a single (01) phase on the 29 April 2026 at 11am local time in the Conference Hall, at the Menji council office by the competent Tender board, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
Any bid not meeting with the requirements of the Tender File will be declared inadmissible if:

¨ Absence of bid bond, and receipt from CDEC
¨ Absence of a site visit signed by the contractor.
¨ False declaration, forged or falsified document,
¨ A technical score less than 70%
¨ Absence of quantified unit price,

The non-respect of 70% of the above criteria shall cause the elimination of the bid.
The contract shall be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender.
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
