Within the framework of the Public Investment Budget 2026, The Mayor of Menji Council hereby launches an OPEN NATIONAL INVITATION TO TENDER FOR THE CONSTRUCTION OF A SMALL WATER SCHEME IN THE NGEM AGRICULTURAL ZONE, ESSOH ATTAH, MENJI MUNICIPALITY, FONTEM SUB-DIVISION, LEBIALEM DIVISION

2.Consistance des prestations New(Additif)

The work comprises the output of the preliminary studies carried out, and the detailed information provided in the technical specifications and the quantitative estimates.

3.Cout Prévisionnel New(Additif)

The estimated budget inclusive of taxes for the Unique Lot is 8,000,000 CFA Francs.

4.Participation et origine New(Additif)

The Open National Invitation to Tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of this Open National Invitation to Tender. Lack of bid bond or false bid bond will not be accepted and also the consignment receipt from CDEC

5.Financement New(Additif)

Works of this Open National Invitation to Tender shall be financed by Public Investment Budget 2026.

7.Acquisition du Dossier New(Additif)

The file may be obtained from the Menji Council Office (General Secretariat) as soon as this notice is published against payment of the sum of Fifty thousand (50,000) CFA Francs payable at the Menji Municipal Treasury

Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the Menji Council Office (General Secretariat) not later than 29^th March 2026 at 10 am local time and should carry the inscription:

9.Delai de Livraison New(Additif)

The maximum time frame provided for the execution of the works forming the subject of this Open National Invitation to Tender is three (03) months per lot, with effect from the date of notification of the service order to commence works.

10.Cautionnement Provisoire New(Additif)

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the Open National Invitation to Tender File, and of an amount of 2% which is valid for Ninety (90) days beyond the date of validity of bids being 160,000 CFA Francs and a receipt from CDEC.

12.Ouverture des Plis New(Additif)

The bids shall be opened in a single (01) phase on the 29th of April 2026 at 11am local time in the Conference Hall, at the Menji council office by the competent Tender board, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

13.Critères d'évaluation New(Additif)

Any bid not meeting with the requirements of the Open National Invitation to Tender File will be declared inadmissible. The elimination criteria are identified as follows:

v Lack of bid bond or false bid bond;

v Forged or falsified documents in the Open National Invitation to Tender File.

v Absence or non-conformity of an administrative document within 48hours after bids opening

v A technical score of less than 70%,

v Omission of a quantified unit price in the financial offer.

The main qualification criteria shall concern:

- General Presentation, compliance with the model bid.	Yes / No
- Methodological approach and relevance of proposed solutions;	Yes / No
- References of the bidder for the last five (05) years in similar works) (attach proof)	Yes / No
- Availability of material and essential equipment and logistics (liaison pick-up)	Yes / No
- Experience of key supervisory staff (Civil/Rural technician)	Yes / No
Financial capacity or access to credit or other financial sources of 50% of the tender amount	Yes / No

14.Attribution New(Additif)

The contract shall be awarded to the bidder whose bid will be judged essentially in compliance with the Open National Invitation to Tender File and who has the required technical and financial capacities to execute the contract satisfactorily and whose financial offer was evaluated as the lowest by including, where necessary, proposed rebates

15.Durée Validité des Offres New(Additif)

Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.

16.Renseignements Complémentaires New(Additif)

Complementary technical information may be obtained during working hours from the Menji Council Office.
