The estimated cost ofthe opération is 80 000 000 (Eighty millions) CFA

The Works are divided into a single lot as defined beiow:

Participation is open on equal terms to ail public works companies govemed by Cameroonian iaw and estabiished in Cameroon

The Works covered by this Invitation to Tender are financed by the Budget of the MINDDEVEL- 2026

The tender documents can be consuited during opened hours at Demdeng council office, Tel: 699 74 91 84 / 699 82 02 23.

Tender documents may be consulted and collected during working hours from the date of publication of this notice et the Demdeng council office upon présentation of the original of a receipt for payment to the municipal revenue of the said council of a non-refundable sum of 90 000 (Ninety thousand ) CFA francs.

Each offer, written in French or English, in seven (07) copies, including one ( 01) original and six (06) copies marked as such, must reach the Demdeng council office no later than 22/04/2026 at 10AM local time and must bear the following inscription :

"OPEN NATIONAL INVITATION TO TENDER N° 04/ONIT/ C-DDG/SG/SIGAMP/CIPMP-DDG/2026 OF THE 04/03/2026 OF THE 04TTO/2026 FOR THE CONSTRUCTION FOR THE CONSTRUCTION OF THE DJEBEM MUNICIPAL STADIUM, IN DEMDENG COUNCIL, KOUNG-KHI DIVSION, WEST REGION, UNDER EMERGENCY PROCEDURE {PHASE I).

ONLY TO BE OPENED DURING THE BALL COUNTING SESSION"

The maximum completion time for the services is Three months (90days).

Each bidder must inciude with their administrative documents a bid security deposit drawn up according to the mode! indicated in the Tender Documents and in the amount of 800 000 (Eight hundred thousand) CFA francs, issued by one of the financial institutions approved by the Mintster in charge of Finance.

The provisional guarantee will be automatically reieased no iater than 30 days after the expiry of the offer validity period for unsuccessfull bidders. if the bidder is awarded the contract, the provisional guarantee will be released after the final guarantee has been established.

Under penalty of rejection, the required administrative documents must be produced in originels or certified copies by the issuing service or an administrative authority, in accordance with the stipulations of the Spécifie Régulations of the Call forTenders.

They must be dated less thanthree (03) months prior to the original date of submission of the offers or have been established after tfie date of signature of the Invitation to Tender,

NB : The Contracting Authority or the Procurement Commission resen/es the right to request, at all stages of the procurement procédure, that bidders présent the originals of the documents produced, and failure to présent them may result in disqualification.

The bids will be opened in one session. The opening of the administrative documents, technica! and financial offers will take place on 22/04/2026 at 11 AM sharp. It will be done in the meeting room of the Munlcipality of Demdeng by the Internai Public Procurement Commission meeting in the presence of the bidders or their duly authorized représentatives and having a perfect knowledge of the file. Only tenderers may attend these opening sessions or be represented bya singleperson oftheirchoice, duly authorized.

The opening ofthe envelopeswill take place In one go and In three stages;

. step 1 : opening envelope Acontaining the administrative documents (volume 1 );

- Step2 Opening of envelope B containing the technical offers (volume 2);

- Step 3 :Opening of envelope C containing the financial offers (volume 3).

Each bidder mayattend this opening session or be represented by a single duly authorized person (even in the case of a group) of their choice.

Exclusion criteria

• Absence of the bid bond;

• Non-compliant administrative document not rectified after 48 hours;

• Incomplète financial offer;

• False déclaration or scanned documents

• Nothaving met at least 70% of the essential criteria;

• Omission inthe Financial Offer of a quantified unit price;

• Insufficient number of copies of the Offers produced (less than seven);

• Absence in the technical offer of the déclaration on honour of not abandoning the construction site during the last three (03) years;

The contract will be awarded to the bidder submitting the lowest evaluated offer and futfilling the technical and financial capacities required resutting from the so-called essentlal or eliminatory criteria

Bidders remain bound by their offer for ninety (90) daysfrom the deadilne set for the submission of offers
