Within the framework of the Public Investment Budget 2026, the Lord Mayor of Tombel Council, contracting authority, hereby launches an Open National Invitation to Tender on behalf of the Ministry of Decentralization and Local Development Project Owner, For Purchase of a Dump Truck Tipper For Tombel Council - Kupe Muaneguba Division - South-West Region.

The services of this contract comprise notably: Purchase of a Tone Tipper for Tombel Council (Refer to bill of quantity).

The estimated cost after preliminary studies is One hundred million (100,000,000) FCFA.

The supplies are divided into one (01) single lot.

The tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of this invitation to tender

Supplies which form the subject of this invitation to tender shall be financed by MINDEVEL Public Investment Budget of the 2026 financial year, Budget Head No: 60 27 291 1 32000005

The file may be consulted during working hours at the Private Secretariat of the Mayor of Tombe! Council, Telephone N^° (237) 678 42 14 22, as soon as this tender notice is published.

The file may be obtained during working hours at the General Secretariat of Tombel Council No. 679 788 494 as soon as this notice is pubrished against payment of a non-refundable sum of Two hundred thousand (200 000) FCFA, payable at the Council treasurer office.

 Each bid drafted in English and French in seven (06) copies plus one (01) original marked as such, should reach the General Secretariat of Tombel Council, against a receipt not later than 21/04/2026 at 10 a.m. local time in three (03) distinct envelops which shall be Iabeled as follows: Envelop A: Administrative documents.

Envelop B: technical offer. Envelop C: financial offer.

The maximum period provided for the execution of the works by the Authorizing Officer is fixed at: Two (02) months.

Each bidder must include in his administrative documents, a bid bond issued by a first­rate banking establishment approved by the Ministry in charge of finance and whose list is found in document N°. 12 of the Tender File, of an amount of Two million CFA francs for each lot, if need be. It is set at 2 % of the estimated amount, all taxes inclusive of the contract in accordance with the Order in force, the Contracting Authority] and valid for thirty (30) days beyond the date of validity of bids

The opening of the administrative documents and the technical and financial offers on

21/04/2026 at 11 o'clock by the tender board attached to the Tombel Council in the conference hall at the Tombel council

Any bid not meeting with the requirements of the tender file will be declared inadmissible. The eliminatory criteria are identified as follows:

·:• Absence of bid bond.

·         False declaration or falsified document.

·         Non-compliance with major technical specifications of the supply (to be Iisted);

·         Absence of administrative documents

·         False declaration or forged documents in the tender files

·         Absence of a Bid Bond or Farse Bid Bond.

•          Technical Marks less than 70%.

Absence of prospectus accompanied by the technical sheets from the manufacturer.

·      Absence of agreement or authorization from the manufacturer, where applicable.

14. MAIN QUALIFICATION CRITERIA:

The criteria relating to the qualification of candidates could indicatively be the following:

The non-respect of two (02) criteria out of seven (07) shah cause the elimination of the bid.

The contract shall be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender document/file.

Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bid.
