Within the framework of the Public Investment Budget 2026, the Lord Mayor of Tombel Council, Contracting Authority, hereby launches an Open National Invitation to Tender ON behalf of the Ministry of Agriculture and Rural Development, Project Owner, FOR THE CONSTRUCTION OF HOSPITAL ROAD IN CONCRETE, TOMBEL COUNCIL AREA - KUPE MUANEGUBA DIVISION - SOUTH-WEST REGION

The works that are subject of the present tender are in one Lot and consist mainly of:

. Execute preparatory work and graphic production,

. Construct civil engineer hydraulic structure: concrete culvert,

. Execute running way work,

. Execute site security

Details of the works are elaborated in the STCs, unit price schedule execution drawings.

The said road project has a total linear of 7.30 Km and made up with five (05) mains lines

of activities to be carried out as describe previously in the nature of work.

The total estimated cost of the project after preliminary s (50,000,000) Francs CFA.

This National Invitation to Tender is open to Cameroonian-based Enterprises Contractors that have proven their ability and expertise in the execution of such works

The maximum execution deadline of the work shall be Three (03) months, from the date of issue of Service Order for the commencement of works.

Each bid shall be accompanied by a bid security of One Million (1,000,000) francs CFA.

Each bid must have a validity of 90 days with effect from the date of bids opening. The bid security must be issued by a renowned banking institution approved by the Ministry of Finance.

Administrative documents must be less than three months old and must not be signed after the date of submission of bids. Only originels or copies certified by competent authorities of administrative documents required must imperatively be produced. Bids which fail to comply with this requirement will be rejected.

The offers shall be opened in a single phase. The administrative, technical and financial bids shall be opened on, the ..20../.04.../2026, at 11 a.m., local time by the Tender Board attached to the Tombel Council in the conference Hall of the Tombel Council in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

: Main Eliminatory Criteria: 131.1 : Administrative file Bids shall be rejected for:

·         Incomplete or non-compliant administrative file subject to Article 1.1 of Circuler 11P:¹.002/CAB/PM of 31st January 2011 relating te the improvement of the performance of the Public Contracts System.

·         False declaration or forged document; (The Tenders Board or the Contracting Authority reserves the right to proceed with the verification of the authenticity of any document of doubtful nature or character).

·         Absence of attestation of site visit signed by the Mayor of Tombe! Council.

13.1.2 : Technical Proposai

·         A technical score of Iess than 70%.

13.1.3 : Financial Proposai

·         Incomplete financial bid.

·         Omission of a quantified unit price in the price schedule.

·         Absence of a Sub-detailed (breakdown) of price.

13.2: Main Qualification/Essential Criteria

The criteria relating to the qualification of a bidder are as follows:

Only bids that would have obtained a minimum score of at least 70% of 'YES' responses in the technical evaluation shall be retained for financial evaluation

The contract shall be awarded to the bidder with the least financial offer after having qualified administratively and technically.

Bidders will remain committed to their offers for a period of 90 days from the deadline of submission of tenders
