The works comprise the output of the preliminary studies carried out and the detailed information provide in the technical specifications and the quantitative estimates.
The estimated budget inclusive of taxes is as thirty million (30,000,000) francs.
The tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of this invitation to tender. Bidders can bid for one or more lots but can be awarded a maximum of two lots.

1. Execution time frame:
The maximum time frame provided for the execution of the works forming the subject of this invitation to tender is three (03) months, with effect from the date of notification of the service order to commence works.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate Financial establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the Tender File and Each bid shall be accompanied by a bid security worth of 600 000FCFA (2% of the project amount first phase) which is valid for thirty (30) days beyond the date of validity of bids.
Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided

The bids shall be opened in a single (01) phase on the than 28/03/2026 at 11am local time in the Conference Hall, at the ALOU COUNCIL office by the Alou council internal tender’s board, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
Any bid not meeting with the requirements of the Tender File will be declared inadmissible. The eliminatory criteria are identified as follows:
v Forged documents in the Tender File;
v Lack of bid bond or false bid bond;
v Absence or non-conformity of an administrative document after 48 hours
v Absences of unit prices.
v A technical score of less than 70%,

The contract shall be awarded to the bidder whose bid will be judged essentially in compliance with the Tender File and who has the required technical and financial capacities to execute the contract satisfactorily and whose financial offer was evaluated as the lowest by including, where necessary, proposed rebates.
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
