Within the framework of realizing the activities under the funding of the 2026 Cocoa Export Tax Subsidy allocated by the Ministry of Trade, and executing the 2026 Public Investment Budget allocated to SOWEDA by the Ministry of Agriculture and Rural Development (MINADER), the Director General of the South West Development Authority (SOWEDA) hereby launches an Open National Invitation to Tender for the Supply of Farm Inputs and Equipment to SOWEDA.

The services related to this contract shall comprise the Supply of Farm Inputs and Equipment to SOWEDA to support Farmers of the Cocoa Sub-Sector and farmers in other agricultural sectors in the South West Region as described in the technical specifications

The estimated cost of this tender is tender is 69,999,901 (Sixty nine million nine hundred and ninety nine thousand nine hundred and one francs) CFAF, taxes inclusive allotted as follows:

• Lot 1: FCFA 24,999,901 (twenty four million nine hundred and ninety nine million nine hundred and one francs)
• Lot 2: FCFA 45,000,000 (forty five million francs)

• Lot 1: FCFA 24,999,901 (twenty four million nine hundred and ninety nine million nine hundred and one francs)
• Lot 2: FCFA 45,000,000 (forty five million francs)

The tender is open to duly legalized Cameroonian based enterprises that are experienced in the supply of Agro-Chemicals/farm tools and which fulfill the requirements of this invitation to tender.

The supplies which are subject of this invitation to tender shall be financed by the 2026 public investment budget allocated to SOWEDA by the Ministry of Agriculture and Rural Development (MINADER) and the 2026 Cocoa Export Tax Subsidy Budget of the Ministry of Trade (MINCOMMERCE) allocated to SOWEDA.

Interested bidders can consult the tender file online on the COLEPS platform or the Head Office of SOWEDA, Buea (Department of Administration and Finance) during working hours (7.30 a.m. to 3.30 p.m.).

The file can be obtained from COLEPS platform as soon as this notice is published against payment of the sum of FCFA 60,000 (sixty thousand francs), payable into the CAS-ARMP Account opened in any BICEC Bank Branch.

For online submission by electronic means, the offer must be submitted by the bidder on the COLEPS platform against a receipt not later than 15/04/2026 at 10.00 a.m. local time. A backup copy of the offer saved on a USB key must be sent in a sealed envelope with the clear and legible indication "backup copy", in addition to the above mentioned within the time limis.

N.B.: File size and format for online submission, the maximum sizes of the documents that will transit on the platform and constitute the bidder's offer are as follows:

• 5 MB for the Administrative file;

• 15 MB for the Technical Offer;

• 5 MB for the Financial Offer.

The accepted formats are as follows:

• PDF format for text documents; JPEG for images. The candidate will ensure that compression software is used to possibly reduce the size of the files to be transmitted in accordance with the sizes indicated above.

The maximum deadline provided for the delivery of the various items that are subject of this tender is fixed at 01 (One) month. The items shall be delivered at SOWEDA Head Office in Buea.

Each bidder must include in his administrative documents a bid bond issued by a first rate banking/insurance establishment approved by the Ministry in charge of finance and whose list is found in document N° 12 of the Tender File and valid for thirty (30) days beyond the date of validity of bids amounting as follows:

• Lot 1: FCFA 499,998 (Four hundred and ninety nine thousand nine hundred and ninety eight francs)
• Lot 2: FCFA 900,000 (Nine hundred thousand francs)

The bid bond/CDEC provided must be in accordance with the Circular Letter No. 000019/LC/MINMAP of 5^th of June 2024 relating to the modalities of constitution, deposit, conservation, restitution and withdrawal of bond on public contracts.

The bids shall be opened online on the 15/04/2026 at 11:00 a.m. local time in the SOWEDA Conference Hall by the SOWEDA Internal Tenders Board. Only bidders may attend or be represented by a duly mandated person.

:  Eliminatory Criteria

1. Absence of bid bond/CDEC at the opening of bids;
2. Absence or non-conformity of an administrative document within 48hours after bids opening;
3. False declaration or falsified document;
4. Non-compliance with at least 70% of the minor technical specifications of the item;
5. Absence of quantified unit price;
6. Absence of declaration of non-abandonment of a public contract during the last three years;
7. References in similar domain of similar supplies: at least 02 similar supplies during the last 05 years
8. Financial capacity below 50% of the amount of the project
9. Non-satisfaction of at least 3/5 yes of the essential criteria;

14.2:    Essential Criteria

The following binary mode of evaluation shall be used:

The contract shall be awarded to the bidder whose administrative bid shall be up-to-date, technical bid judged satisfactory and who shall be the least financial bidder.

Bidders shall be bound by their bids for a period of 90 (ninety) days effective from the date of opening of bids.
