CALL FOR MANIFESTATION OF INTEREST NO. 001/CDENO/AD/SIGAMP/2026 OF 05/02/2026 TO SELECT SUPPLIERS FOR THE SUPPLY OF SOME ITEMS TO CDENO IN 5 LOTS

Within the framework of the of the budget of the North West Livestock Development Fund for the fiscal year 2026, the Administrative Director of the North West Livestock Development Fund (CDENO), contracting authority hereby launches a call for manifestation of interest in view of selecting suppliers to supply some items to CDENO for 2026

2.   The services of these supplies comprise of the following lots

Each bid shall be drafted in English or French and submitted by the bidder on the COLEPS platform not later than 10 of 03 2026 at 11.00 am. Back-up copies of the tender recorded on a USB key or CD/DVD must be sent in a sealed envelope with the clear and legible indication "back-up copy", in addition to the above-mentioned Indication, within the deadline set and should carry the following inscription:

For online submissions, the offer must be submitted by the bidder on the COLEPS platform and the maximum sizes of the documents that will transit on the platform and constitute the tenderer's offer are the following:

•                 5 MB for the Administrative file;

•                 15 MB for the Technical Offer;

The following formats are accepted:

•         PDF format for text documents;

·        JPEG for images.

The applicant shall make sure that he uses compressing software to possibly reduce the size of the files to be transmitted

   Documents for the manifestation of interest shall comprise the following:

a)    A stamped declaration of intention to tender précising the rubric chosen

b)   A certificate of incorporation

c)    A copy of tax payer’s card

d)   An attestation of Non Bankruptcy issued by the Court of First Instance

e)    An attestation of non-exclusion issued by the public contract regulatory Board (ARMP)

f)    References of similar supplies of the chosen rubric indicating the nature of the supplier, the amount, the year and also the name and address of the contracting authority.

g)     List of equipment available and show proof of ownership or hire

h)     List of permanent personnel and their technical knowhow with justifying documents.

The bids shall be evaluated according to the main criteria as follows:

A.   Eliminatory criteria

1.  Absence or non-conformity of an element in the document and failure to submit within 48hrs

2.  False declaration or falsified documents;

B.  Essential criteria

1- General presentation of the tender files;

2- References of the company in similar achievements;

3- Quality of the personnel per lot requested;

5- Logistics.

The list of successful enterprises will be published after evaluation and this list shall remain a reference in the selection of bidders for the various lots.
