The mayor of the municipality of BASSAMBA contracting authority, hereby launches, on behalf of the municipality of BASSAMBA an open national invitation to tender for the construction works of two mini drinking water supplies networks in the localities of BANYABO-NEUKOU AND NTAKOU in the Council of BASSAMBA
The work shall notably include:
- Hydrogeological studies / site installation / implantation of the borehole;
- Construction of a borehole;
- Supply and laying of means of pumping out the borehole;
- Water supply pipe;
- Construction of a standpipe;
- Supply of pumps with solar energy;
- Construction of a castle of 7.5m3;
- Safety perimeter of the boreholes and solar panel (5m x 4,6m);
- Miscellaneous services.
The work to be carried out is detailed in the Particular Technical Clauses Book (CCPT), the unit price schedule and the quantitative detail.
The estimated cost of this benefit is forty million (40 000 000) CFA francs all taxes inclusive (ATI).
The works are divided into a single lot
Participation is open on equal terms to all eligible Cameroonian companies eligible and fulfilling the conditions set out in the Specific TENDER Regulations (RPAO).
The work, subject of this call for TENDER is financed by the budget of FEICOM, financial year 2026 and following

It may also be consulted online on the COLEPS platform at http://www.marchespublics.cm and http://www.publiccontracts.cm on the ARMP website (www.armp.cm) or via any other electronic means of communication indicated by the Contracting Authority.
The physical version of the Call for Tenders Documents may be obtained during business hours at BASSAMBA City Hall, upon publication of this notice, upon payment of a non-refundable fee fifty thousand (50 000) CFA francs payable to the Municipal Revenue of the Municipality of BASSAMBA.
The electronic version of the documents may also be obtained by free download from the addresses indicated above. However, submission by physical or electronic means is subject to payment of the tender documents purchase fee.
Bids written in english or french in seven (07) copies of which one (01) original and six (06) copies marked as such will be deposited Under seal with a receipt at BASSAMBA Town hall, no later than 07/03/2026 to 10 am, local time at Town hall.

Tenders received after the deadline for submission of tenders will not be received
The maximum period specified by the Employer for the execution of the work referred to in this Request for Proposals is Four (04) months from the date of notification of the service order to start the services
Under penalty of rejection, each bidder must attach to its administrative documents, a bid bond, paid by hand, established exclusively by a first-rate bank approved by the Ministry of Finance and listed in Exhibit 12 of the DAO, in an amount equal to four hundred thousand (400 000) CFA francs, valid for thirty (30) days, beyond the deadline for validity of the bids, accompanied by the receipt of deposit of said bond in accordance with Circular Letter No. 000014/C/MINMAP/CAB of July 23, 2026 relating to the procedures for the constitution, deposit, conservation, release, restitution and realization of guarantees in public contracts.
The absence of the bid bond issued exclusively by a first-rate bank authorized by the Ministry of Finance to issue bonds in the context of public procurement, accompanied by the deposit receipt of said bond in accordance with circular letter No. 000014/C/MINMAP/CAB of July 23, 2025, will result in the outright rejection of the offer. A bid bond produced but having no connection with the consultation concerned is considered absent. The bid bond presented by a bidder during the bid opening session is inadmissible
The administrative documents, the technical offer, and the financial offer must be placed in separate envelopes and submitted in a sealed envelope.
The following will not be accepted by the Project Owner:
• Envelopes bearing the bidder's identity;
• Envelopes received after the submission deadlines;
• Envelopes that do not comply with the submission method.
• Envelopes without indicating the identity of the Call for Tenders;
• Failure to comply with the number of copies indicated in the RPAO or offering only copies.
Under penalty of rejection, the required administrative documents must be submitted in original form or in copies certified by the issuing department or a competent authority (Prefect, Sub-Prefect, etc.), in accordance with the provisions of the Special Regulations of the Call for Tenders. They must be dated less than three (03) months prior to the original bid submission date or have been prepared after the date of signature of the Call for Tenders.
Any bid that is incomplete in accordance with the requirements of the Call for Tenders Documents will be declared inadmissible. This includes the absence of a bid bond issued by a first-rate bank approved by the Ministry of Finance and listed in Exhibit 12 of the Tender Documents, accompanied by the deposit receipt for said bond in accordance with Circular Letter No. 000014/C/MINMAP/CAB of July 23, 2026. A bid bond produced but having no connection with the relevant consultation is considered absent. A bid bond presented by a bidder during the bid opening session is inadmissible
The bid opening will take place in one session. The opening of administrative documents, technical, and financial offers will take place on 31/07/2026 at 11 am, local time, by the Internal Public Procurement Commission of the Municipality of BASSAMBA, in the meeting room of the Town Hall.
Only bidders may attend this opening session or be represented by a duly authorized person of their choice.
Under penalty of rejection, the required administrative file documents must be submitted in original form or in copies certified by the issuing department or the competent administrative authority, in accordance with the provisions of the Special Regulations of the Call for Tenders. They must be less than three (03) months old or have been prepared after the date of signature of the Call for Tenders.
In the case of absence or non-compliance of a document in the administrative file when the bids are opened, after a period of 48 hours granted by the Commission, the offer will be rejected
a. Elimination Criteria
The elimination criteria set out the minimum conditions to be admitted for evaluation according to the essential tanks. Failure to comply with these criteria will result in the tenderer's bid being rejected.
These include:
- absence of an administrative document not regularized within 48 hours;
- absence of the bid bond accompanied by the receipt of deposit of said bond in accordance with circular letter No. 000014/C/MINMAP/CAB of July 23, 2026 relating to the procedures for the constitution, deposit, conservation, release, restitution and realization of guarantees in public contracts at the opening of tenders;
- false declaration or falsified document;
- technical score lower than 70% (at least 11 “YES” out of 16);
- absence of a certificate of non-abandonment of a site on honor in the technical offer;
- the absence of an element of the financial bid (submission, BPU, DQE);
- absence of a dated and signed integrity charter;
- absence of a dated and signed declaration of commitment to compliance with environmental and social clauses.
- Absence of the categorization certificate or the receipt for the categorization application (dated within the last 3 months) certified by the MINMAP or its local representative only categories A,B,C,D will be accepted;
- having been subject to termination for default during the execution of a project financed by FEICOM (see Exhibit No. 15).
b. Essential Criteria
The criteria for the qualification of candidates will be indicative of:
- financial capacity;
- the references;
- the execution time;
- the staff;
- the materials.
The Contracting Authority shall award the Contract to the Bidder fulfilling the conditions set out in points 34.1 and 34.2 of the Supplementary Regulations
Tenderers shall remain bound by their tenders for ninety (90) days from the closing date for the submission of tenders
