Within the framework of the Public Investment Budget for the 2026 fiscal year, the Contracting Authority is launching a National Open Call for Tenders for the equipment and acquisition of maintenance equipment for dirt roads in the commune of Bassamba.
Supplies include:
- School library equipment
- Acquisition of equipment for the maintenance of earthen roads
The estimated cost of the operation at the end of the preliminary studies is 30,000,000 (thirty million) CFA francs for lot No. 01 and 10,000,000 (ten million) CFA francs for lot No. 02
The supplies are the subject of two lots.
Participation in this tender is open to all companies under Cameroonian law meeting all the conditions set out in the RPAO.
The works covered by this call for tenders are financed by the 2026 Public Investment Budget of MINEDUB for Lot No. 01 and the 2026 Public Investment Budget of MINHDU for Lot No. 02

The maximum timeframe set by the Client for the supply of the equipment, subject of this tender, is 03 (three) calendar months for each lot. This period starts from the date of notification of the service order to begin the work. All supplies will be delivered to the Bassamba Town Hall
Each bidder must attach to their administrative documents a bid bond obtained from the Deposit and Consignment Fund, with an amount of 150,000 (One hundred fity thousand) CFA Francs for lot no. 1; 50,000 (fity thousand) CFA Francs for lot no. 2, and valid until thirty (30) days beyond the original validity date of the bids. The absence of a bid bond issued by the Deposit and Consignment Fund will result in rejection.
The administrative documents, the technical proposal, and the financial proposal must be placed in separate envelopes and submitted under sealed cover. The following will be deemed inadmissible by the Contracting Authority:
• Bids bearing information about the bidder's identity;
• Bids received after the deadline date and time;
• Bids not conforming to the submission procedure;
• Bids without any indication of the identity of the Tender;
• Failure to respect the number of copies indicated in the RPAO or submission of the offer only in copies.
Any offer that is incomplete according to the provisions of the Tender Dossier will be declared inadmissible. In particular, the absence of the bid bond obtained from the deposit and consignment office, or failure to comply with the templates of the Tender Dossier documents, will result in the outright rejection of the offer without any recourse
The opening of bids will be done in one session and will take place in the acts room of the Bassamba Commune 31/03/2026 at 11 a.m. by the Contract Awarding Committee of the Project Owner. Only bidders may attend this opening session or be represented by a single person of their choice duly authorized, even in the case of a consortium of companies.
Under penalty of rejection, the documents required for the administrative file must be submitted in original form or as copies certified by the issuing department or the competent administrative authority, in accordance with the provisions of the Specific Tender Regulations. They must be dated within the last three (03) months or have been issued after the date of signing the Tender Notice.
In the event of the absence or non-compliance of a document in the administrative file during the opening of bids, after a 48-hour period granted by the Commission, the offer will be rejected. The opening must take place no later than one hour after the deadline for receipt of bids set in the Tender Dossier
1 Elimination Criteria
Elimination criteria set the minimum conditions that must be met to be admitted to evaluation according to the essential criteria. They should not be scored. Failure to meet these criteria results in the rejection of the bidder's offer.
These include, in particular:
▪ The absence of the bid bond issued by the deposit and consignment office at the opening of bids;
▪ Failure to produce, within 48 hours after the opening of bids, a document from the administrative file that was deemed non-compliant or missing at the time of bid opening (except for the bid bond);
▪ Fraudulent maneuvers or falsified documents;
▪ Failure to meet 70% of the essential criteria;
▪ The absence of a sworn statement of non-abandonment of projects over the past three years;
▪ The absence of a quantified unit price in the Financial Offer;
▪ The absence of an element of the financial offer (the submission, the unit price schedule, the detailed estimate);
▪ The absence of the dated and signed integrity charter;
▪ The absence of the dated and signed declaration of commitment to comply with environmental and social clauses;
▪ The absence of a Categorization Certificate or the deposit receipt of the file for obtaining the Categorization Certificate.
Only categories A, B, C, and D will be accepted.
2. Essential Criteria
The essential criteria for the qualification of bidders will, by way of example, focus on:
▪ The presentation of the bid;
▪ The bidder's references;
▪ The qualification and experience of the staff;
▪ The logistical resources
The Contracting Authority awards the contract to the bidder who has submitted an offer meeting the required technical and financial qualification criteria and whose offer is evaluated as the lowest, including, where applicable, any proposed discounts
Bidders remain bound by their offer for 90 days from the initial deadline set for the submission of offers.
