The estimated cost of the project at the end of the preliminary studies is 40,000,000 (forty million) CFA francs.
The work is divided into a single lot

The physical dossier can be consulted free of charge at the services of the Contracting Authority during working hours at the Bassamba town hall, in the markets department, phone 677695664, from the publication of this notice.
It can also be consulted through any other means of electronic communication specified by the Contracting Authority (to be specified)
The physical version of the tender dossier can be obtained at the Bassamba town hall, markets department, from the publication of this notice, upon payment of a non-refundable fee of 50,000 (Fifty Thousand) CFA Francs to the Bassamba municipal treasury. Obtaining it electronically is subject to the payment of the DAO purchase fee
For offline submission, the bid in seven (07) copies, including one (01) original and six (06) copies marked as such, must reach the Bassamba town hall, markets department, by 31/03/2026 at 10:00 a.m. sharp and must bear the mention:
"National Open Tender Notice No. 03/AONO /PR /MINMAP /SG /DRO/DD-MINMAP-NDE/DD-MINDDEVEL-NDE/C-BASSAMBA /CIPM-BASSAMBA/2026 of 07/03/2026. For the rehabilitation works of the Bassamba Health Center. Not to be opened except during the bid opening session
The maximum period provided by the Contracting Authority for the completion of the works, subject of this tender, is 04 (four) calendar months. This period starts from the date of notification of the order to commence the services.
Each bidder must attach to their administrative documents a bid bond obtained from the deposit and consignment fund, amounting to 200,000 (two Hundred Thousand) CFA Francs and valid until thirty (30) days beyond the initial validity date of the bids. The absence of a bid bond issued by the deposit and consignment fund will result in rejection
The administrative documents, technical offer, and financial offer must be placed in separate envelopes and submitted in a sealed package. The following will be deemed inadmissible by the Contracting Authority:
• Envelopes containing information about the identity of the bidder;
• Envelopes received after the deadline dates and times;
• Envelopes not conforming to the submission procedure;
• Envelopes without any indication of the identity of the Call for Tenders;
• Failure to comply with the number of copies specified in the RPAO or submission only in copies.
Any offer incomplete in accordance with the requirements of the Tender Dossier will be declared inadmissible. In particular, the absence of a bid bond will result in the outright rejection of the offer with no possibility of appeal.
The opening of the bids will be carried out in one session and will take place on 31/03/2026 at 11:00 a.m. sharp by the Procurement Commission of the Contracting Authority in the meeting room of the Bassamba Town Hall, located at the Bassamba City Hall.
Only bidders may attend this opening session or be represented by a single person of their choice who is duly authorized, even in the case of a consortium of companies.
Under penalty of rejection, the administrative dossier documents required must be submitted in their original form or as copies certified true by the issuing service or the competent administrative authority, in accordance with the provisions of the Special Tender Regulations. They must be dated within the last three (03) months or have been issued after the date of signing of the Tender Notice.
In the event of absence or non-compliance of any document of the administrative dossier during the opening of the bids, after a 48-hour period granted
1 Elimination Criteria
These include:
▪ The absence of a bid bond issued by the deposit and consignment fund at the opening of bids;
▪ Failure to submit, beyond 48 hours after the opening of bids, a document from the administrative file deemed non-compliant or missing at the time of bid opening (except for the bid bond);
▪ Fraudulent maneuvers or falsified documents;
▪ Non-compliance with 70% of the essential criteria;
▪ Absence of a sworn statement of non-abandonment of projects in the past three years;
▪ Absence of a quantified unit price in the Financial Offer;
▪ The absence of an element of the financial offer (the bid, the unit price schedule, the bill of quantities);
▪ The absence of the dated and signed integrity charter;
▪ The absence of the dated and signed declaration of commitment to comply with environmental and social clauses;
▪ The absence of a Categorization Certificate or the submission receipt of the file for obtaining the Categorization Certificate. Only categories A, B, C, and D will be accepted.
15.2. Essential Criteria
The essential criteria for qualifying bidders will, for indicative purposes, focus on:
▪ The presentation of the offer;
▪ The bidder's references;
▪ The qualification and experience of the personnel;
▪ The logistical resources;
▪ The methodology
The Contracting Authority awards the contract to the bidder who has submitted an offer meeting the required technical and financial qualification criteria and whose offer is evaluated as the lowest, including, if applicable, any proposed discounts
Bidders remain bound by their offer for 90 days from the initial deadline set for the submission of offers
