The estimated cost of the operation following the preliminary studies is 25,500,000 (Twenty-Five Million Five Hundred Thousand) CFA francs for Lot No. 1; 40,000,000 (Forty Million) CFA francs for Lot No. 2; 20,000,000 (Twenty Million) CFA francs for Lot No. 3

The works are divided into the following lots:
- Construction of the fence and external development at the kindergarten (Lot 1)
- Construction of the fence and external development at the school library (Lot 2)
- Finishing works of the on-call teachers' accommodation (Lot 3)

Participation in this call for tenders is open to all companies with knowledge in construction

The physical file can be consulted free of charge at the MO offices during working hours at the Bassamba town hall in the procurement service, phone 677695664 from the date of publication of this notice. It can also be consulted on the ARMP website (www.armp.cm) or by any other electronic communication means specified by the Project Owner (to be specified).

The physical version of the tender file can be obtained at the Bassamba town hall procurement service from the date of publication of this notice, upon payment  a non-refundable amount of 70,000 (seventy thousand) CFA francs for the purchase of the DAO, payable at the Bassamba municipal revenue office.
It is also possible to obtain the electronic version of the file for free download at the addresses indicated above for the electronic version. However, submission either physically or electronically is conditional upon payment of the DAO purchase fee.

For offline submission, the bid in seven (07) copies, including one (01) original and six (06) copies marked as such, must reach the Bassamba town hall, market service, no later than 30/06/2026 at exactly 10:00 a.m. and must bear the following statement:

NB: Indicate the lot for which you are submitting a bid.
Administrative documents, the technical offer, and the financial offer must be placed in separate envelopes and submitted in a sealed package. The following will be deemed non-compliant by the Contracting Authority:

• Envelopes bearing indications of the bidder's identity;
• Envelopes received after the deadline dates and times;
• Envelopes not in compliance with the submission method;
• Envelopes without the indication of the identity of the Tender Notice;
• Failure to comply with the number of copies specified in the RFP or offers submitted only in copies;
Any offer incomplete in accordance with the provisions of the Tender Dossier will be declared inadmissible. In particular, the absence of the bid bond issued by an organization or a financial institution approved by the Minister in charge of finances to issue the

Guarantees in the field of public procurement or failure to comply with the models of the documents in the Tender Dossier will result in the outright rejection of the bid without any recourse. A submitted bid guarantee that has no connection with the relevant consultation is considered absent. The bid guarantee presented by a bidder during the bid opening session is inadmissible.

The maximum period set by the Contracting Authority for the completion of the works, subject to this call for tenders, is 04 (Four) calendar months for each lot. This period starts from the date of notification of the order to commence the services.

Each bidder must attach to their administrative documents a bid guarantee, paid in cash, issued by an organization or financial institution approved by the Minister in charge of finance to issue guarantees in the field of public procurement, the list of which is provided in document 14 of the bidding documents (DAO). The amount is 127500 (One hundred twenty seven thousand five hundred) CFA francs for lot No. 1; 200,000 (Two Hundred Thousand) CFA francs for lot No. 2; 100,000 (one-Hundred Thousand) CFA francs for lot No. 3, and it must be valid for up to thirty (30) days beyond the initial validity date of the bids. The absence of a bid guarantee issued by the deposit and consignment office will result in rejection

Under penalty of rejection, the required documents for the administrative file must be provided in their original form or as copies certified as true by the issuing service or the competent administrative authority, in accordance with the provisions of the Special Tender Regulations. They must be dated within the last three (03) months or have been issued after the date of signing of the Tender Notice.

In the absence or non-compliance of a document in the administrative file at the time of bid opening, after a 48-hour period granted by the Commission, the offer will be rejected

The opening of the bids will take place in one session and will be held on 30/03/2025 at 11:00 a.m. sharp by the Procurement Committee of the Project Owner in the meeting room of the Bassamba Town Hall located at the Bassamba City Hall.
Only the bidders may attend this opening session or be represented by a single person of their choice duly authorized, even in the case of a consortium of companies.

1 Elimination Criteria
These include:
- The absence of the bid bond issued by the deposit and consignment fund at the opening of the bids;
- The failure to provide, beyond 48 hours after the opening of the bids, a document from the administrative file deemed non-compliant or missing at the time of the bid opening (except for the bid bond);

fraudulent maneuvers or falsified documents;
Failure to meet 70% of the essential criteria;
Lack of a sworn statement declaring that no projects have been abandoned in the past three years;
Absence of a unit price quantified in the financial offer;
Absence of an element of the financial offer (the bid, the BoQ, the DQE);
Absence of the integrity charter dated and signed;
Absence of the declaration of commitment to comply with environmental and social clauses, dated and signed;
Absence of categorization certificate or the submission receipt of the file for obtaining the categorization certificate.
Only categories A, B, C, and D will be accepted.

2. Essential Criteria
The essential criteria for the qualification of bidders will, for guidance, focus on:
▪ The presentation of the bid;
▪ The bidder's references;
▪ The qualifications and experience of the personnel;
▪ The logistical resources;
▪ The methodology.

The Contracting Authority awards the contract to the bidder who has submitted an offer meeting the required technical and financial qualification criteria and whose offer is evaluated as the lowest, including, where applicable, any proposed discounts. A candidate may be awarded multiple lots

Bidders remain bound by their bid for 90 days from the initial deadline set for the submission of bids
