For the rehabilitation and maintenance of certain roads in the Bassamba municipality in three (03) lots:
- Graveling works on the road section from the bilingual high school – sub-prefecture – Cetic of Bassamba with a ramp to the municipal district. (First phase: Drainage works) (Lot 1)
- Rehabilitation works on the road section from the MTN antenna – Youth Integration Center (Lot 2)
- Maintenance works on certain road sections in the Bassamba municipality (Lot 3)
These works include the following operations, without being exhaustive:
- INSTALLATIONS
- CLEANING OF EARTHWORKS AND ROADWAYS
- SANITATION-DRAINAGE
- STRUCTURE
The estimated cost of the operation at the end of the preliminary studies is 100,000,000 (One Hundred Million) CFA Francs for lot No. 1; 40,000,000 (Forty Million) CFA Francs for lot No. 2; 100,000,000 (One Hundred Million) CFA Francs for lot No. 3.
Participation in this call for tenders is open to all companies with knowledge in construction.

The maximum time allowed by the Project Owner for the completion of the works, which are the subject of this call for tenders, is 5 (five) calendar months for each lot. This period begins from the date of notification of the order to start the services
Each bidder must attach to their administrative documents a bid bond obtained from the deposit and consignment fund, with an amount of 500,000 (Five hundred thousand) CFA Francs for lot No. 1; 200,000 (Two hundred thousand) for lot No. 2; 500,000 (Five hundred thousand) CFA Francs for lot No. 3, and valid until thirty (30) days beyond the initial offer validity date. The absence of the bid bond issued by the deposit and consignment fund will result in rejection.
The opening of bids will be carried out in one session and will take place on 30/03/2026 at 11:00 a.m. sharp by the Contract Awarding Committee of the Project Owner in the main hall of the Bassamba Town Hall located at the Bassamba City Hall.
Only bidders may attend this opening session or be represented by a single person of their choice duly authorized, even in the case of a consortium of companies.
Under penalty of rejection, the administrative documents required must be submitted in their original form or as copies certified by the issuing service or the competent administrative authority, in accordance with the provisions of the Special Tender Regulations. They must be dated less than three (03) months prior or have been issued after the date of signature of the Call for Tenders notice.
In case of absence or non-compliance of a document in the administrative file during the opening of the bids, after a 48-hour period granted by the Commission, the offer will be rejected
1 Elimination Criteria
These include:
▪ The absence of the bid bond issued by the deposit and consignment fund at the opening of the bids;
▪ Failure to provide, beyond the 48-hour period after the opening of the bids, a document from the administrative file deemed non-compliant or missing at the time of the bid opening (except for the bid bond);
▪ Fraudulent maneuvers or falsified documents;
▪ Failure to meet 70% of the essential criteria;
▪ Absence of the sworn statement of no abandonment of construction sites over the past three years;
▪ Absence of a quantified unit price in the Financial Offer;
▪ Absence of an element of the financial offer (bid, BPU, DQE);
▪ Absence of the integrity charter ...
▪ The absence of a dated and signed integrity charter;
▪ The absence of a dated and signed declaration of commitment to comply with environmental and social clauses;
▪ The absence of a categorization certificate or the receipt of filing the application for obtaining the categorization certificate. Only categories A, B, C, and D will be accepted.
2. Essential Criteria
The essential criteria for the qualification of bidders will include, for guidance:
▪ The presentation of the offer;
▪ The bidder's references;
▪ The qualifications and experience of the personnel;
▪ The logistical resources;
▪ The methodology
The Contracting Authority awards the contract to the bidder who has submitted an offer meeting the required technical and financial qualification criteria and whose offer is evaluated as the lowest, including, if applicable, any discounts offered.

Bidders remain bound by their offer for 90 days from the initial deadline set for the submission of offers
