Within the framework of the 2026 Public Investment Budget, the Mayor of Kombo Abedimo Council on behalf of the Minister of Housing and Urban Development hereby launches an Open National Invitation to Tender FOR THE CONSTRUCTION OF TWO GUTTERS AT AKWA IN KOMBO ABEDIMO  

The works comprise the following tasks

-           Preparatory Works

-           Road Side Clearing

-           Concreting 

-           Drainage

The estimated cost after preliminary studies is 15 000 000 FRS.

Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender

Services which form the subject of this invitation to tender shall be funded by the Public Investment Budget of the 2026 financial year budgetary head

The file may be consulted during working hours at the secretariat of the Mayor of Kombo Abedimo Council as soon as this notice is published.

The file may be obtained from the secretariat of the mayor of Kombo Abedimo Council as soon as this notice is published upon presentation of a treasury receipt attesting to the payment of a non-refundable fee of 40.000 FCFA, payable at the Kombo Abedimo Council Treasury.

Each bid drafted in English or French in six (06) copies including the original and six (05) copies marked as such, should reach the secretariat of the Mayor of Kombo Abedimo Council not later than 31/03/2026 at 10am and should carry the inscription:

 “To be opened only during the Bid - opening session

            The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is three (03) months.

Under pain of being rejected, only originals or certified true copies from the issuing service or administrative authorities (Senior Divisional Officers, Divisional Officers, etc.) of the documents required must imperatively be produced in accordance with the special conditions of the Invitation to tender. They must not be older than three (03) months.

Any bid not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by an approved bank by the Ministry in charge of Finance or the non-respect of the models of the Tender File documents shall lead to outright rejection of the bid without appeal

The bids shall be opened in a single (01) phase on the 31/03/2026  at 11am local time by the Tenders Board of the Contracting Authority at the Conference Hall of  Kombo Abedimo Council. Only bidders may attend or their duly accredited representatives with Power of Attorney.       

.        Main Eliminatory Criteria

            A bid shall be rejected if:      

-          It lacks bid bond;

-          The technical score is less than the minimum required;

-          It has any fake or forged document;

-          It lacks any quantified unit price;

-          It carries any false information.

-          It does not respect the model documents

ii.   .     Main Qualification criteria

            The criteria for qualification of candidates should be on the following:

v  Access to credit or other financial sources (15  million francs at least)                           Yes / No

v  References of similar jobs; Yes / No

v  Availability of material and essential equipment                Yes / No

v  Experience of supervisory staff                                                      Yes / No

v  Methodology              Yes/No

v  Turnover as in business license above or equal to 15 million francs CFA;

v  Qualified personnel relevant to the job.

Non-respect of two (02) of the above criteria shall entail rejection of the bid.

The Contracting Authority shall award the contract to the bidder whose bid was judged essentially in conformity with the Tender File and who has the required technical and financial capacities to execute the contract satisfactorily and whose bid was evaluated as the lowest by including, where necessary, proposed rebates

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
