Within the framework of the Public Investment Budget 2026 the Mayor of Kombo Abedimo Council, Contracting Authority hereby launches an Open National Invitation to Tender for the CONSTRUCTION OF MINI SOLAR VILLAGE AT AKWA, IN KOMBO ABEDIMO SUB DIVISION NDIAN DIVISION

The works comprise in a nutshell:

ü  CONSTRUCTION OF PHOTO VOLTAC ARRAY

ü  CONSTRUCTION OF ELECTRICAL CABINET

ü  SUPPLY AND INSTALLATION OF BATTERIES 

ü  PROTECTION OF THE SYSTEM

ü  DISTRIBUTION NETWORK LV 2x25mm2

ü  SITE INSTALLATION TRANSPORTATION, VISIT AND DOCUMENTATION

The total estimated cost for this project is One hundred million (100 000 000) FCFA.

The tender is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

The works which form the subject of this invitation to tender shall be financed by Public Investment Budget MINEE of the 2026 financial year; Budget Head N^o

 “To be opened only during the bid opening session”

The maximum period provided for the execution of the works is fixed at three (03) months.

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC

(Commission Bancaire pour l’Afrique Centrale) featuring on the list in Document 12 of the tender file of an amount of Two Million (2,000,000) CFAF with a validity period of ninety (90) days from the date the bids are opened.

Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation to Tender, within the last three months, otherwise they shall not be accepted.

Any bid not in compliance with the specifications of this tender notice and file shall be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid without any possibility of appeal.

 “To be opened only during the bid opening session”

The bids shall be opened in a single (01) phase. The opening of the administrative/technical files shall take place on 01/04/2026 at 1:00 pm local time by the Tender Board of the Contracting Authority in the Kombo Abedimo Council Conference Hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney). Only financial bids of bidders who have scored at least 70% in the first phase shall be opened at a later date.

MAIN ELIMINATORY CRITERIA:

v  Lack of bid bond;

v  Non conformity of administrative documents;

v  Non conformity/forged documents in the tender files;

12.       EVALUATION CRITERIA:

            The criteria relating to the qualification of candidates could indicatively be on the following:

Ø  Main Criteria

The evaluation will be based on pre-defined criteria, which will be scored on a total of 52 Yes. These criteria are presented according to headings, as follows:

Ø  Eliminatory criteria

-          Lack of bid bond

-          Non-compliance of administrative documents

-          False declaration or falsified documents

-          Technical mark below 70% Yes

-          Incomplete technical or financial file

The contract should be awarded to the contractor presenting the best administrative technical files and as a lowest bidder

Bidders shall be bound by their bids for a period of 90 (ninety) days with effect from the date of opening of bids
