Within the frame work of the exécution of the Public Investment Budget financial year 2026, The Mayor of Demdeng council, Contractive Authority. launches on behalf of the Municipality of Demdeng an open National Invitation to tender for THE EXECUTION OF WORK TO EXTEND THE DISTRIBUTION NETWORK FOR A DRINKING WATER SUPPLY EQUIPPED WITH AN ELECTRIC PUMP IN FAMLA II (LOT I) and THE REHABILITATION WORK ON A MINI DRINKING WATER SUPPLY EQUIPPED WITH AN ELECTRIC ENERGY PUMP IN MBIENG (LOT 2).

The Works subject of this contract includes:

LOTI

- Site installation and preparatoryworks;

- Rehabilitation work on the drainage system:

- Rehabilitation of the control cabine and connection to the existing network:

- Distribution network;

- Construction of standpipes;

- Various services.

LOT 11

- Site installation and preparatory works;

- Resource mobilisation;;

- Drainage equipment and electrical energt supply;

- Discharge network;

- Distribution network;

- Various services.

70 000,000 (Seventy million) FCFA including fax as follows (Lot I), and 15 000 000 (Fifteen millions) FCFA including fax as follows (Lot II).

The work, subject of this Call for Tenders, will be carried out in two 02) lots

Participation in this Bidding Document is open on equal ternis to ail Cameroonian companies operating in the areas ofdrinking watersupply

The services, subject of this Call for Tenders, are financed by the Public Investment Budget

The Tender File can be viewed and wlthdrawn during wortcing hours at the Secrétariat of Demdeng council on présentation of a receipt for payment of a non-refundable sum of 70 000 (Seventy thousand) FCFA (Lot 1)and 25 000 (twenty-five thousand) FCFA (Lot 2) respectively, payable to the municipal revenue of the said council.

The exécution period is Three (03) months for each lot ffom the date ofnotification of the Service Order to start the work.

Ail Bids must be accompanied by a provisionai bond (bid bank guarantee) of 700 000 (Seventy hundred thousand) FCFA (lot 1) and 150000 (One hundred fifty thousand) FCFA (lot 2);

This deposit mustbe issued bya first-rate banking establishment, approved by the Ministry in charge of Finance under the conditions of the COBAC The provisionai bond will be released no later than (30) thirty days after the expiry of the validity ofthe Blds for unsuccessfui bidders.

In the event that the tenderer is awarded the Contract, the provisionai bond will be released after constitution of the final bond.

The opening of the tender containing the administrative, technicai and financial documents will take place on 20/03/2026 at 11 AM. It will be done In the meeting room of the Municipallîy of Demdeng by the Internai Public Procurement Commission meeting In the presence of the bidders or their duly authorized représentatives and having a perfect knowledge ofthe file. Onty tenderers may attend these opening sessions or be represented bya single person of their choice, duly authorized.

The opening of administrative offers, technicai offers and financial offers will be done in one(01) single time.

1.Eliminating criteria

The eliminatoiy criteria set the minimum conditions to be met In orderto be admitted to the évaluation according to the essential criteria. Failure to meet these criteria will resuit In the rejection of the tenderes offer.

These indude:

- Absence of submission caution;

- Absence or non-conformity of administrative document not regularized after48 hours;

- False déclaration, scanned or falsifled document;

- Seing suspended at public command;

- Have notsatisfied technically at least 70/100;

- Omission ofa unit quantified price In the financial offer;

- Absence of the sub-detall price.
