As part of the exécution of the 2026 Public Investment Budget, the Mayor of the commune of Penka-Michel, Contracting Authority, is launching a National Open Call for Tenders for the exécution of rural electrification works in certain iocalities in the district of Penka-Michel
lot1: three-phase MV/LV electrification of the locailty of Koagoh, in the Bamendou group,
lot 2; extension and reinforcement of the single-phase to three-phase electrical line in the locality of Bambi (Balessing group)
The Works covered by this call for tenders include, for each allotment:
> Preparatory work and glueing;
> The construction of a single-phase MV electricity network;
> The supply and installation of one (01) 25 KVA three-phase transformer with complete equipment;
> The construction of an overhead single-phase low-voltage line using 4x25mm2 twisted cable;
> Carrylng out a test connection;
> Various services
This work must be carried out In accordance with the requirements of the Spécifications of Spécial Technical Clauses (CCTP).
The estimated cost of opérations following preliminary studies is:
LOT1: Thirty-three million one hundred and twenty-four thousand three hundred and ninety-six (33,124,396) CFAfrancs
L0T2: Fifty one million eighth undred seventy-fîve thousand six hundred seven (51,875,607) CFA francs
The entire work consists of two (02) lots hereinafter designated:
lot1: three-phase MV/LV electrification of the locality of Koagoh, in the Bamendou group,
lot 2: extension and reinforcement of the single-phase to three-phase electrical line in the locality of Bambi (Balessing group)
Participation in this Call for Tenders is open on equal terms to companies under Cameroonian law established in Cameroon with proven experience in the field of electricity
The works subject to the Call for Tenders are financed by the MINEE Public Investment Budget, fiscal year 2026.
The tender file can be consulted during working hours in the commune of Penka-Michel at the level of the Internal Structure for Administrative Management of Public Procurement (SIGAMP) upon publication of this tender notice
Upon publication of this call for tenders, the tender document can be obtained at the Town Hall of Penka-Michel at the level of the Internal Structure for Administrative Management of Public Procurement (SIGAMP) against presentation of the original of a receipt for payment to the municipal revenue of Penka-Michel of a non-refundable sum of: 100,000 (one hundred thousand) CFA francs representing the costs of acquiring the tender file

The maximum execution time provided by the Project Owner for the provision of services is three (03) months per lot. This period runs from the date of notification of the Service Order to begin the work.
Each bidder must attach to their administrative documents a provisional guarantee established according to the model indicated in the DAO and issued by a first-class banking establishment approved by the Ministry of Finance, the amounts of which are as follows depending on the lot

Under penalty of rejection, the provisional security must be produced in an original less than three (03) months old.
The provisional security will be released no later than thirty (30) days after the expiry of the validity period for offers for unsuccessful bidders. For the tenderer awarded the contract, the provisional security will be released after the final security has been provided.
The absence of the Bid Bond issued by a first-class bank or a first-class financial organization authorized by the Ministry of Finance to issue guarantees in the context of public procurement will result in the outright rejection of the offer. A bid bond produced but having no connection with the consultation concerned isconsidered absent. The bid bond presented by a bidder during the opening session is inadmissible. Furthermore and in accordance with the provisions of Circular Letter No. 000019/LC/MIMAP of June 5, 2024 (paragraph 2.4), the Procurement Commission will ensure that the guarantees presented as part of this consultation consist of securities issued by financial institutions and deposit receipts issued by CEDEC
Under penalty of rejection, the required administrative documents must be produced in originals or certified copies by the issuing Services or an Administrative Authority, as the case may be, following the instructions of the RPAO. They must be dated less than three (03) months from the opening of the bids or have been established after the original date of signature of the call for tenders.
N.B.: Any offer presented after the time set for submission will not be opened and will be returned to the bidder
The opening of the folds will be done at a time on 12/03/2026 from 10 a.m. sharp by the Internal Procurement Commission (CIPM) of Penka-Michel sitting in the deliberations room of the town hall in the presence of the tenderers or their duly authorized representatives and having perfect knowledge of the files for which they are responsible
Main eliminatory criteria
Ø Being suspended from public procurement by the ARMP;
Ø Absence of the stamped and paid tender bond upon opening;
Ø Absence of consignment receipts issued by CEDEC;
Ø Non-compliance of submission to opening;
Ø Absence or non-compliance of an administrative document not regularized within 48 hours;
Ø Technical score less than 70% “yes” of all qualification criteria.
Ø False declaration, falsified document or certification of photocopy of a certified document;
Ø Omission in the financial offer of a quantified unit price
Ø Absence of an element of the financial offer (BPU, submission, DQE, under price details)
Ø Absence of the dated and signed integrity charter;
Ø Absence of the categorization certificate;
Ø Absence of the dated and signed declaration of commitment to environmental and social clauses.

The Contracting Authority will award the contract to the tenderer whose offer is evaluated as the lowest and who meets, in accordance with the Tender Documents, the required technical and financial capacities. Bidders presenting aberrant (abnormally low) bids will be disqualified following the prescribed regulatory procedure, namely obtaining the opinion of the ARMP after having first questioned the bidder concerned.
The successful bidder is invited to present himself upon signature of the award decision, at the latest within seven (07) days following and under penalty of cancellation of the said award decision, for the establishment and subscription of the contract.If he fails to present himself, the market is awarded to the next person
Bidders remain committed to their offers for a period of 90 (Ninety) days from the deadline set for submission of offers
