As part of the 2026 budgetary year, the Mayor of the Municipality of Penka Michel: Project Owner is launching an Open National Call for Tenders, for the CONSTRUCTION WORK OF THE BARRIER OF THE MULTISPORT COMPLEX OF THE URBAN CENTER OF PENKA-MICHEL AND LAYOUT OF THE PLAY AREAS (VOLLEYBALL HANDBALL AND BASKETBALL) in the District of PENKA-MICHEL

This Call for Tenders consists of one (01) lot

Participation in this consultation is open to SMEs under Cameroonian law with proven experience in the fieid concerned. Preference will be given to bidders residing or having carried out similar opérations near the location of the work.

The work, subject of this Call for Tenders, is financed by MINDDEVEL Transferred Resources - FY 2026.

The Tender File can be consulted during working hours at the Project Owner's Services at the Penka MICHEL Town Hall, at the Head of Public Procurement Department, Tel. : 6 20 35 57 67

The Tender Document can be obtained from the Services of the Project Owner at the Town Hall of PENKA MICHEL (Général Secrétariat) upon publication of this notice, upon présentation of a receipt for payment to the Public Treasury of the non-refundable sum of fifty thousand (50,000) CFA Francs representing the purchase costs of the DAO.

Each offer, written in English or French, in seven (07) copies, including one (01 ) original and six (06) copies marked as such, musl reach the services of the Project Manager. In particular the Général Secrétariat of the Town Hall of PENKA MICHEL no later 19/03/2026 at 09 a.m. sharp (time of submission of offers) and must bear the mention:

Each bidder must attach to their administrative documents, a bld bond issued by a first-class bank approved by the Ministry of Finance and whose name appears on the list contained In Exhibit 12 of the DAO and valid for thirty (30) days beyond the original date of validity of the blds, according to the table above (1. Purpose). The amount of this bond is 300,000 (three hundred thousand) CFA francs,

The absence of the Bld Bond issued by a first-class bank or a first-class financial organization authorized by the Ministry of Finance to issue guarantees in the context of public procurement will resuit in the outright rejection of the offer. A bid bond produced but having no connection with the consultation concerned is considered absent.

The bid bond presented by a bidder during the opening session is inadmissible. Furthermore and in accordance with the provisions of Circuler Letter No. 000019/LC/MIMAP of June 5, 2024(paragraph 2.4), the Procurement Commission will ensure that the guarantees presented as part of this consultation consist of securities issued by financial Institutions and deposit receipts issued by CEDEC.

They must date from less than three (03) months preceding the date of submission of offers or have been established after the date of signature of the Invitation to Tender.

Any offer not in compliance with the requirements of this notice and the Tender Document will be declared inadmissible, in particular the absence of the bid bond issued by a first-class bank approved by the Ministry of Finance or non-compliance with the models of the documents in the call for tenders will resuit in the rejection of the offer.

The opening of tenders will take place on 19/03/2026 from 10 hours (tender opening time), in the Salle des Actes of the COMMUNE DE PENKA-MICHEL.

The opening of the folds will be done in one time and in three stages:

Ist step: Opening of envelope A containing the administrative documents (volume 1);

2nd step: Opening of envelope B containing the technical offers (volume 2);

3rd step: Opening of envelope Gcontaining the financial offers (volume 3) AH bidders can attend this opening session or be represented by a single duly authorized person (even in the case of a group) of their choice with perfect Knowledge of the file.

Offers will be evaluated according to the following main criteria;

A/Eliminatory criteria

Seing suspended from public procurement by the ARMP;

Absence of the stamped and paid tender bond upon opening;

Absence of consignment receipts issued by CEDEC;

Non-compfiance of submission to opening;

Absence or non-compliance of an administrative document not regularized within 48 hours;

Bidder who obtained less than 70% "yes" for al! qualification criteria.

False déclaration, falsified document or certification of photocopy of a certified document;

Omission in the financial offer of a quantified unit price

Absence of an element of the financial offer (BPU, submission, DQE, under price détails)

Absence of the dated and signed integrity charter;

Absence of the categorization certiflcate;

Absence of the dated and signed déclaration of commitment to environmental and social clauses.

B/ Essentiel criteria

Présentation of the offer;

Site visit;

Organization, planning and exécution methodology;

Financial capacity

Conditions of acceptance of the contract (CCAP, CCTP initialed, signed and dated)

Main qualification criteria

This évaluation will be done in a pureiy positive (yes) or négative (no) manner with a threshold of 70% for ail of the said essential criteria taken into account.

The contract will be awarded to the tenderer who has proposed the lowest bid, essentiaily complying with the requirements of the Cal! for Tender Documents, having satisfied 100% of the eliminatory criteria and at least 70% of the essential criteria.

Bidders remain committed to their offerfor a period of sixty (60) days, from the deadiine set for receipt of offers
