This Call for Tenders consists of one (01) lot
Participation in this consultation is open to SMEs under Cameroonian law with proven experience in the fieid concerned. Preference will be given to bidders residing or having carried out similar opérations near the location of the work.
The work, subject of this Call for Tenders, is financed by MINDDEVEL Transferred Resources - FY 2026.

The Tender Document can be obtained from the Services of the Project Owner at the Town Hall of PENKA MICHEL (Général Secrétariat) upon publication of this notice, upon présentation of a receipt for payment to the Public Treasury of the non-refundable sum of fifty thousand (50,000) CFA Francs representing the purchase costs of the DAO.

Each bidder must attach to their administrative documents, a bld bond issued by a first-class bank approved by the Ministry of Finance and whose name appears on the list contained In Exhibit 12 of the DAO and valid for thirty (30) days beyond the original date of validity of the blds, according to the table above (1. Purpose). The amount of this bond is 300,000 (three hundred thousand) CFA francs,
The absence of the Bld Bond issued by a first-class bank or a first-class financial organization authorized by the Ministry of Finance to issue guarantees in the context of public procurement will resuit in the outright rejection of the offer. A bid bond produced but having no connection with the consultation concerned is considered absent.
The bid bond presented by a bidder during the opening session is inadmissible. Furthermore and in accordance with the provisions of Circuler Letter No. 000019/LC/MIMAP of June 5, 2024(paragraph 2.4), the Procurement Commission will ensure that the guarantees presented as part of this consultation consist of securities issued by financial Institutions and deposit receipts issued by CEDEC.
They must date from less than three (03) months preceding the date of submission of offers or have been established after the date of signature of the Invitation to Tender.
Any offer not in compliance with the requirements of this notice and the Tender Document will be declared inadmissible, in particular the absence of the bid bond issued by a first-class bank approved by the Ministry of Finance or non-compliance with the models of the documents in the call for tenders will resuit in the rejection of the offer.

The contract will be awarded to the tenderer who has proposed the lowest bid, essentiaily complying with the requirements of the Cal! for Tender Documents, having satisfied 100% of the eliminatory criteria and at least 70% of the essential criteria.
Bidders remain committed to their offerfor a period of sixty (60) days, from the deadiine set for receipt of offers
