The maximum completion time for the work is:

Phase 1(2026 Program): Four (04) months

Phase 2(2027 Program); Four (04) months

Phase 3(2028 Program): Four (04) months

Each bidder must attach to their administrative documents, abid bond established by a first class bank approved by the Ministry of Finance and listed in Exhibit 12 ofthe DAO

Under penalty ofrejection, the provisional security must beproduced inanoriginal less than three (03) months .

The provisional security will bereleased no later than thirty (30) days after the expiry of the validity period for offers for unsuccessful bidders. For the tenderer awarded the contract, the provisional security will be released afterthe final security has been provided.

The absence of the Bid Bond issued by a fïrst-class bankor a fîrst-class fmancial organization authorized by the Ministry of  Finance to issue guarantees inthe context ofpublic procurement will resuit in the outright rejection of theofTer. 1. Main élimination criteria:

Being suspended from public procurement by the ARMP;

Absence of the stampedand paid tender bond upon opening;

Absence of consignment receipts issued by CEDEC;

Non-compliance of submissionto opening;

Absence or non-compliance of an administrative document not regularized within 48hours;

Technical score less than 70% "yes" of all qualification criteria.

False déclaration, falsifîed document or certification of photocopy of a certified document;

Omission in the fïnancial offer of a quantified unit price

Absence of an element of the fïnancial offer (BPU, submission, DQE, under price détails)

Absence of the dated and signed integrity charter;

Absence of the categorization certificate;

Absence ofthe dated and signed déclaration of commitment to environmental and social clauses.

2-Main qualification criteria

The evaluahon oftechnical offers will be made according to the binary system (yes/no) on the basis of the essential qualification criteria below;

Présentation ofthe offer;

Site visit;

Organization, planning and exécution methodology;

Financial capacity

Condition of acceptance of the contract

Only submissions that obtain at least (70%), or 9yes oui of13, will be admitted to the financial analysis.

The contracting authority will award the contract to the tenderer whose offer is evaluated as the lowest and deemed to comply with the technical specifications of the tender documents

Bidders remain committed to their offer for 90 days from the date set for submission ofoffers
