Within the framework of the execution of the 2026 State Budget, the Mayor of the Limbe II Council hereby launches by emergency procedure, an open national invitation to tender FOR THE ESTABLISHMENT OF GREEN SPACE WITHIN LIMBE II MUNICIPALITY
(EMERGENCY PROCEDURE)
This involves the realization of the tasks outlined in the bills of quantities and cost estimates and elaborated in the special technical clauses
The estimated cost after preliminary studies stands at twenty seven million francs (27,000,000) FCFA.
1. The maximum duration of execution provided for by the Contracting Authority is three (03) months. This duration is as from the date of notification of the service order to start work.
The tender is open to duly registered Cameroonian Enterprises that fulfill the requirements of this invitation to tender.
Works which formed the subject of this invitation to tender shall be financed by the public investment budget 2026.
The file may be consulted online on the Cameroon Online E-Procurement System (COLEPS) platform
The file may be obtained from COLEPS platform as soon as this notice is published against payment of a non-refundable sum of twenty thousand francs (20,000) CFA francs, payable at the Limbe II Council Municipal Treasury.
For online submission by electronic means, the offer must be transmitted by the bidder on the Cameroon Online E-Procurement System (COLEPS) platform on or before the, 30/03/2026 at 9:00 am local time. A backup copy of the offer saved on a USB key must be sent in a sealed envelope with the clear and legible indication "backup copy", in addition to the above mention within the time limits. N.B.: File size and format for online submission, the maximum sizes of the documents that will transit on the platform and constitute the bidder's offer are as follows:
• 5 MB for the Administrative file;
• 5 MB for the Financial Offer.
The accepted formats are as follows: • PDF format for text documents; JPEG for images. The candidate will ensure that compression software is used to possibly reduce the size of the files to be transmitted in accordance with the sizes indicated above. NB: Any incomplete offer in accordance with the prescriptions of the Tender File shall be declared inadmissible. Especially the absence of a bid bond issued by a financial body or institution approved by the Minister in charge of finance to issue bonds for public contracts or the failure to comply with the model documents in the Tender File shall lead automatically to the rejection of the bid without any other procedure. A bid bond submitted but not relating to consultation concerned shall be considered as absent. A bid bond presented by a bidder during the bid opening session shall not be accepted.

1. The maximum duration of execution provided for by the Contracting Authority is three (03) months. This duration is as from the date of notification of the service order to start work.
Each bidder must include in his/her administrative documents, a bid bond issued by CDEC and a first-rate banking establishment approved by the Ministry in charge of finance and of an amount of five hundred and forty thousand francs (540,000) FCFA.
Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and those of successful bidder shall be retained until the required performance guarantee for good execution is provided.

The opening of the bids in one phase shall be done on, 30/03/2026 at 10:00 am prompt local time in the Conference Hall of the Limbe II Council by the Limbe II Council Internal Tenders Board. Only bidders may attend or be duly represented by a person of their choice, who has a full knowledge of the file and mandated in that capacity.
L’évaluation des offres se fera en trois(03) étapes :
Ø 1ère étape : Vérification de la présence et conformité du dossier administratif de chaque soumissionnaire;
Ø 2ème étape : Evaluation des offres techniques ;
Ø 3ème étape : Analyse des offres financières
Les critères d’évaluation des offres sont les suivants:

- Absence ou insuffisance de la caution provisoire de soumission (CDEC);
- Absence d’autres documents administratifs pertinents ou Essentials (non fourni après 48 hrs);
- Absence d’un certificate de categorisation de categorie D du MINMAP
- Fausses déclarations ou pièces falsifiées ou pièces scannées;
- Omission d’un prix quantifié dans le devis
- Non satisfaction d’au moins 75% des critères essentiel requis.
- Délai de livraison supérieur au délai prescrit ;
- Figurant sur la liste des entreprises suspendues du MINMAP
L’évaluation sera faite sur la base des critères techniques prédéfinis pour une note globale de 100 points. Ces critères ont été groupés par rubriques ainsi qu’il suit:
· Presentation generale;
· Capacité financière;
· Sécurité sur la site;· Rapport de visite du site par l’entreprise;
· Parapher et signer les dernières pages des clauses techniques et administratives particulières;
· Méthodologie/Organisation des travaux;
Les soumissionnaires restent engagés par leurs offres pendant une période de quatre -vingt -dix (90) jours, à compter de la date limite fixée pour la remise des offres.
