The General Manager of the National Refining Company (SONARA), Contracting Authority, launches an Open National Call for Tenders related to insurance of SONARA property [from 1^st/07/2026 to 30^th/06/2029].

The aim of this project is to select an insurer or a group of insurers under Cameroonian law with a view of covering the SONARA property risks declines as below, during the prescribed contractual period; these concerns:

·   All Risks Except Port Facilities;

·   All Risks Except Storage Units and Utilities;

·   All Risks Except Units placed in conservation;

·   All Risks Except Project Conservation Units;

·   All IT Process Risks;

·   All Risks Except Post Loading Zone;

·   All IT Risks - Offices;

·   Multi-risk city/home/office policy;

The overall estimated cost of this operation over the three (03) years of is CFAF 5.100.000.000 (five billion and one hundred million francs) all taxes inclusive.

This contract is not allotted.

Participation in this call for tenders is open to Insurance Companies under Cameroonian law, established in Cameroon and fulfilling the conditions provided for by the regulations in force within the Member States of the Inter-African Conference on Insurance Markets (CIMA).

Services of this invitation to tender shall be financed by the SONARA operating budget (FD626-X56-0370).

The maximum timeframe provided by the Contracting Authority for the execution of services associated by this call for tenders is three (03) years.

The opening of tenders shall be done on two phases; the opening of administrative and technical documents will take place on phase one and shall be followed by that of financial proposals of bidders having obtained the required minimum technical score:

·   The opening of administrative documents and technical proposals shall take place on the 1^st/04/2026 at 10:30 am in the company restaurant in Limbé, and would be done by the SONARA Internal Tenders Board (CIPM); only bidders or their duly mandated representative having full knowledge of the file can attend the tender’s opening session.

·   The opening of financial bids will take place at the end of technical analysis and will solely concern bidders who would have obtained a minimum score of 75 points out of a total of 100.

The examination of essential criteria shall consist in verifying that the bidder’s offer is in conformity with the terms of reference (TOR) and the special requirements of the tender document; the points to be verified include :

14.1. Eliminatory criteria

·   Incomplete administrative file;

·   Lack of approval in the asset insurance branch, currently valid (Attach approval issued by the Ministry of Finance);

·   Capacity of the reinsurance treaties or agreements of the insurer or group of insurers lower than CFAF 200.000.000.000 (Attach the commitments or treaties of the reinsurers attesting to their participation in the reinsurance plan);

·   The insurer is under sanction from CIMA at the time of submission (Attach proof of absence of sanction produced by the insurance department of the Ministry of Finance);

·   The Administrative File does not contain a certificate of satisfaction issued by SONARA for the year 2026 [criteria applicable to bidders currently under contract with SONARA or having been under contract with SONARA over the last ten (10) years];

·   The bidder did not obtain at least 75 points out of 100 after adding the scores for the essential criteria;

·   The bidder's financial proposal is less than 95% of the forecast budget contained in the tender documents (see AAO and RPAO).e postulate

The contract shall be awarded to the company technical and financial proposals put together will be assessed as the most cost-effective bid based on the formula NG = 0,75TN+0,25FN outlined in the tender file.

Bidders shall be bound by their offers for a period of three (03) months with effect from the deadline of submission of the tender documents.
