Within the framework of the execution of the 2026 Public Investment Budget , THE MAYOR OF BANGEM COUNCIL, Contracting Authority, hereby launches an open national invitation to tender (Through emergency procedure) for the REHABILITATION OF NJOM GRAVITATIONAL WATER SUPPLY NETWORK, BANGEM, KUPE-MUANENGUBADIVISION, SOUTH WEST REGION. (By Emergency Procedure)

The works comprise notably:

-          General works installation and mobilisation

-          Construction of 20 m3 reinforced concrete Cylindrical semi buried water storage tank

-          Rehabilitation of 2269m of pipe on the transportation pipeline Rehabilitation of the 02 water storage tanks

-          Reconstruction of the spring water catchment

-          Rehabilitation and extension of the distribution network

-          Social and environmental summary management plan

The estimated cost after preliminary studies is CFA Francs Forty two million five hundred thousand (42.500.000) francs CFA including taxes.

Comprises a single lot

Participation in this invitation to tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of the invitation to tender.

Construction which forms the subject of this invitation to tender shall be financed by Public Investment Budget, 2026 financial year.

The tender file can be consulted during working hours at Contracts Award Service, BANGEM COUNCIL as soon as this notice is published.

The tender file may be obtained from BANGEM, Contracts Award Service as soon as this notice is published against payment of the sum of Fifty thousand (50,000) CFA francs, payable at Bangem Council Treasury.

Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the Contracts Award Service, BANGEM COUNCIL not later than 27/03./2026 at 10 a.m. o’clock and should carry the inscription:

The maximum duration of execution provided by the Project Owner for the execution of the service forming the subject of this invitation to tender is Three (03) months.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of Eight hundred and Fifty thousand (850.000) CFA francs and valid for thirty (30) days beyond the date of validity of bids

The bids shall be opened in a single phase.

The opening of administrative documents, the technical and financial bids on 27/03/2026 at 11 a.m. o’clock local time by the Bangem Council Internal Tenders Board at the Contracts Award Service

Only bidders may attend or be represented by a duly mandated person.

  i.        Eliminatory criteria

The eliminatory criteria are the following:

Administrative documents:

¨       Incomplete administrative file;

¨       Absence of a bid bond

¨       False declaration or forged document;

Technical offer:

¨       Incomplete technical file;

¨       False declaration or forged document;

¨       Absence of site visit report including site pictures;

¨       Absence of the execution methodology and planning work;

¨       Absence of an environmentalist with the required qualification in the technical staff;

¨       Non-respect of least at 75% essential criteria;

Financial offer:

¨       Incomplete financial file or misrepresentation in sub detail pricing;

¨       Absence of quantified unit price;

¨       Non-compliant documents.

NB: During the opening session of the bids, if a document of the administrative bid is absent or noncompliant, the bidder will be given forty eight (48) hours to furnish the said document or be eliminated. No such document will be accepted after this deadline.

ii.        Essential criteria

The criteria relating to the qualification of candidates are the following:

-          Equipment                                                                                                           05 criteria

-          Technical proposal (methodology and planning of execution)                 05 criteria

Total                                     36 criteria

N.B.: Non-respect of at least 75% of essential criteria shall entail rejection of the bid.

The contract shall be awarded to lowest bidder fulfilling the best technical and financial conditions.

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of bids.
