Within the framework of the Public Investment Budget 2026, the Mayor of Isangele Council, Contracting Authority, hereby launches an Open National Invitation to tender for extension of paved road in Masaka in Isangele Municipality.

1.          The works comprise the following: Reprofiling, shaping of embankment and creation of trianguler trenches.

Flackfilling and compaction.

Layout of sand bed.

Layout of concrete pavers including kerbs

The estimated cost after studies is Twenty-five million (25 000 000) FCFA all taxes inclusive for each of the lots

Participation is open to duly legalized Cameroonian enterprises or Company that fulfil the requirements of this invitation to tender.

Works which form the subject of this invitation to tender, shall be financ•edby Public Investment Budget of the 2026 financial year, budget head

Each bidder must include in his/her administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the tender file, of an amount of five hundred thousand (500,000) Francs CFA valid for Thirty (30) days beyond the date of validity of bids

The bids shah be opened in a single (01) phase on the 25/03/2026 at 10AM local time by the Tender Board of the Contracting Authority in Isangele Council Office, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

The eliminatory criteria are identified as fo llows:

,• Absence of a bid bond or false bid bond in the Administrative file;

Non-conformity of an administrative file 48h alter the deadline prescribed by the regulation;

Execution time greater than that prescribed in the Tender that is 3 months

· False statement or Falsified documents in the Tender Files; f Omission in the financial offer of a quantified unit price Presence on MINMAP's list of Enterprises which abandoned the execution of contracts;

· Technical marks less than 70%

· Absence of attestation of site visit signed by the Mayor of the Isangele Council B. ESSENTIAL CRITERIA: The criteria relating to the qualification of candidates could indicatively be the fo llowing:

The evaluation of the technical offers will be made according to the binary notation (Yes/No) on the basis of the essential points above in accordance with the RPAO, with a threshold of 70% for aIl the essential criteria taken into account.

The contract shall be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tenderslocurnent/file.

Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
