Within the framework of the 2026 Public Investment Budget, the Mayor of Idenau Council hereby launches an Open National Invitation to Tender by Emergency Procedure FOR THE CONSTRUCTION OF A FENCE ALL ROUND THE MULTI PURPOSE BANQUET HALL.
The works comprise the outcome of the preliminary studies carried out and the detailed information provided for in the technical specifications.
The estimated cost after preliminary studies is 40 000 000 FCFA.
Participation is open to duly legalized Cameroonian enterprises that fulfil the requirements of this invitation to tender.
Services, subject of this invitation to tender shall be funded by the Public Investment Budget of the 2026 financial year as follows: BUDGETARY HEAD:
The file may be consulted during working hours (7:30 am – 3:30 pm) at the General Secretariat, Idenau Council as soon as this notice is published.
The file may be obtained from the office of the General Secretariat, Idenau Council as soon as this notice is published against payment of a non-refundable sum of 30 000 FCFA for the tender to the Idenau Municipal Treasury with an acknowledgement receipt thereof.
Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the General Secretariat, Idenau Council on 17/03/2026- at 10.00 am local time and labelled.

The maximum deadline provided for by the Project Owner for the execution of the works forming the subject of this invitation to tender is three (03) months from the notification.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document N° 12 of the Tender File, of an amount of 800 000 F CFA and valid for thirty (30) days beyond the date of validity of bids.
If the bidder is awarded the contract/jobbing order, the bid bond will be released after the final bond has been established.
The bid bond should be provided in accordance with the Circular Letter No 000019/LC/MINMAP of 5th June 2024 relating to the modalities of constitution, deposit, conservation, restitution and withdrawal of bond on public contracts. This bid bond should be authenticated by a certificate issued by CDEC.

The bids shall be opened in a single (01) phase on 17/03/2026 at 11.00 am local time by the Idenau Council Internal Tenders Board in the Conference Hall, located at Idenau Council premises. Only bidders may attend or their duly accredited representatives with Power of Attorney.
. Main Eliminatory Criteria
A bid shall be rejected if:
- It lacks a bid bond in the Administrative document in accordance with the rules and regulations in force;
- The technical score is less than the minimum required;
- It has any fake or forged document;
- Absence of quantified unit price.
- It carries any false information.
- Enterprise has any abandoned project
ii.. Main Qualification criteria
The criteria for qualification of candidates should be on the following:
v Access to credit or other financial sources (20 million francs at least): Yes / No
v References of similar jobs: Yes / No
v Availability of material and essential equipment : Yes / No
v Experience of supervisory staff: Yes / No
v Methodology Yes/No
v Turnover as in business license above or equal to 40 million francs CFA; Yes/No
Non-respect of two (02) of the above criteria shall entail rejection of the bid.
NB: the marking scale for bids by award of points is banned in favour of the binary method (Yes or No).
The Contract shall be awarded to the contractor fulfilling the best technical and financial conditions.
Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
