The Mayor of BAMENDJOU Council, Contracting Authority, hereby launches and Open National Invitation to tender for the construction of some building reparties in 03 lots:

The services of this contract consists of the supply and transport, under the full responsibility of the contracting party, of the following:

ü  MASORY ELEVATION ;

ü  CARPENTRY-ROOFING ;

ü  ELECTRICITY ;

ü  PLOMBLING ;

ü  POINTING ;

ü  DRAINAGE ;

Participation in this Invitation to tender is open to national companies

The service relating to this Invitation to tender shall be funded by the public investissement budget

The Tender Document may be obtained during working hours BAMENDJOU Town Hall to the Municipal Revenue of the Municipality of BAMENDJOU, upon the publication of this Notice on the presentation of a receipt attesting to the payment of a non-refundable sum of CFA F:

Each bid drafted in English or French in seven (07) copies including one (01) original and six (06) copies labelled as such, should reach sealed at the BAMENDJOU Town Hall, latest on 04/03/2026 at 9 AM local time and should be labelled as follows:

FOR THE CONSTRUCTION OF SOME BUILDING REPARTIES IN 03 LOTS IN BAMENDJOU COUNCIL, UPPER PLATEAUX DIVISIONAL, WEST REGION.

"To be opened only during the opening session"

The maximum deadline provided by the Contracting Authority for the delivery of the works relating to this invitation to tender shall be fourth (04) months/lots, with effect from the date of notification of the service order to start the execution of the contract.

Each bidder must include in his administrative documents, a hand-endorsed bid bond, issued by a financial body or institution approved by the Minister in charge of finance to issue bid  bonds for public contracts and, of an amount and valid up to thirty (30) days beyond the initial date limit of the validity of bids. The absence of the bid bond issued by a first-rate bank or financial body of first category authorised by the Minister in charge of Finance to issue bid bonds for public contracts shall lead to the immediate rejection of the offer. A bid bond submitted but that does not have any relation with the consultation concerned shall be considered as absent. The bid bond presented by a tenderer at the bid opening session shall not be accepted.

The administrative documents, the technical offer and the financial offer must be placed in separate envelopes and submitted in a sealed envelope.

The Project Owner shall not accept:

-          Envelopes bearing information on the identity of the tenderers;

-          Bids submitted after the closing date and time for submission of bids;

-          Envelopes without indication on the identity of the Invitation to Tender;

-          Bids non-compliant with the bidding mode;

-          Envelopes of person who don’t have purchage receipt of the tender file

-          Failure to comply with the number of copies specified in the RPAO or offer in copies only;

Any incomplete offer in accordance with the prescriptions of the Tender File shall be declared inadmissible. Especially the absence of a bid bond issued by a financial body or institution approved by the Minister in charge of Finance to issue bid  bonds for public contracts or the failure to comply with the model documents of the Tender File shall lead automatically to the rejection of the bid without any other procedure. A bid bond submitted but not relating to consultation concerned shall be considered as absent. A bid bond presented by a bidder during the bid opening session shall not be accepted.

The opening of bids, which shall be carried out in one phase, shall take place on 04/03/2026 at ________10 am_____ prompt by the Internal Tenders Board BAMENDJOU Council in the Conference Room of Town Hall.

Only bidders or their duly mandated representatives having perfect knowledge of the file shall be called upon to take part in the opening session.

A. Eliminatory criteria:

Eliminatory criteria:

1.       Absence of bid bond at the opening of bids;

2.       Failure to submit, beyond the 48(forty-eight) hours deadline after the opening of bids, a document of the administrative file deemed non-compliant or absent (except the bid bond);

3.       False declarations, fraudulent schemes or forged documents;

4.       Absence of copy of CDEC receipt ;

5.       Technical offer less than 70% ;

6.       Omission in the price list, of a quantified unit price;

7.       Absence of declaration of non-abandon of works;

8.       Insufficient number of copies (less than 07 copies).

10.   absence of declaration on environmental and social engagement

B. Essential criteria:

1.       General presentation of bid;

2.       reference of the entreprise;

3.       personnal;

4.       Financial capacity more than 1/3 of the provisional amont;

5.       equiment;

6.       methodology and organisation.

Any submission not having obtained a cumulative percentage of 70% of « YES» shall not have its financial bid examined.

The Project Owner or the Delegated Project Owner shall award the contract to the bidder whose bid meets the required technical and financial qualification criteria and whose offer was evaluated as the lowest or the bidder who presented the offer evaluated as the best in case of Restricted invitation to tender

Bidders shall remain committed to their bids for 90 days from the initial deadline set for the submission of bids.
