Within the framework of the execution of the Public Investment Budget the Mayor of the DSCHANG Council, contracting authority launches on its own behalf, an Open National call for tenders for the work of the above-mentioned purpose

The work includes, in particular:

• Preparatory work;

• Earthmoving;

• Foundations;

• Masonry – elevation;

• Framework – cover;

• Metal carpentry;

• Electricity;

• Painting;

• VRD;

• Miscellaneous

The estimated cost of the operation at the end of the preliminary studies is thirteen million six hundred thousand (13,600,000) CFA Francs including all taxes

All work is divided into a single (01) lot

Participation in this call for tenders is open on equal terms to all Cameroonian law with skills in the field of buildings and public works

The Public Investment Budget (PIB) MINEDUB 2026 will finance this project

The Tender file can be obtained from the General Secretary Office of the Mayor of Dschang Council by presentation of a treasury receipt showing payment to the municipal revenue of Dschang of a non- refundable sum of FCFA twenty-five thousand (25,000) as being the purchasing cost of the file

Each offer written in English or French an in seven (07) copies whose one (01) original and six (06) copies marked like as, must be deposited to the Secretariat-general of the Dschang council, latest on February 27, 2026 at 10 a.m. standard time and have to be marked:

The maximum period specified by the Employer for the execution of the work referred to in this Request for Proposals is four (04) months from the date of notification of the service order to start the services.

Each bidder must attach to their administrative documents a bid bond established according to the model indicated in the Tender File and for an amount of sixty-eight thousand (68,000) CFA francs issued by one of the leading banks approved by the Minister of Finance.

The provisional bond will be automatically released upon publication of the award decision for unsuccessful bidders. If the bidder is awarded the contract, the provisional bond will be released after the final bond has been provided. Bank check, even certified ones, will not be accepted in lieu of the provisional bond. The bond shall be valid upon receipt of deposit at the CDEC.

Under penalty of rejection, the documents in the administrative file must be produced in originals or in copies certified true by the issuing department or an administrative authority (Governor, Prefect, Sub-Prefect, etc.), in accordance with the stipulations of the Special Rules of Appeal of Offers.

They must date from less than three (03) months preceding the original date of submission of tenders or have been dated after the date of signature of the Notice of Invitation to Tender.

Any incomplete bid in accordance with the requirements of the Call for Tenders Dossier will be declared inadmissible, in particular with regard to the absence of the bid bond issued by a first-rate bank approved by the Ministry in charge of Finance

Bids shall be opened in one phase. The Council Tenders Board at the Dschang Council shall open the administrative, technical and financial bids on February 27, 2026, at 11 a.m. local time.

The opening of the folds will be done in one time and in three stages:

- 1st step: opening envelope a containing the administrative documents (volume 1);

- 2nd step opening of envelope b containing the technical offers (volume 2);

- 3rd step opening of envelope c containing the financial offers (volume 3).

Each bidder can attend this opening session or be represented by a single person with a mandate duly signed by the director (even in the case of a group).

1    Eliminatory criteria

·         Absence of the original bid bond, the CDEC deposit receipt, and the categorization certificate at the time of bid opening;

·         Absence, 48 hours after bid opening, of at least one of the administrative documents, with the exception of the bid bond;

·         Non-compliance after a period of 48 hours following the opening of bids, of at least one of the documents in the administrative file;

·         False declaration, falsified or non-authentic document;

·         Failure to comply with at least 70% (seventy percent) or 11 YES out of 15 of the so-called essential criteria, referring to the qualification threshold for technical bids;

·         The sworn statement certifying that the bidder has not abandoned a contract in the last three years and is not on the list of defaulting companies established by MINMAP;

·         Absence of an element of the financial bid (the bid, the BPU, the SDP, the DQE); 

·         Absence of a dated and signed integrity charter;

·         Absence of a dated and signed declaration of commitment to comply with environmental and social clauses;

·         Absence of a quantified unit price in the financial bid.

2    Essential criteria

·         Presentation of the offer;

·         Methodology;

·         Logistical resources;

·         Financial capacity amounting to 40% of the total amount including tax (access to a line of credit or other financial resources, proof of financial solvency).

The contracting authority shall award the contract to the lowest bidder in compliance with the tender file

Bidders shall be bound by their bids for a period of one hundred and ninety (90) days with effect from the date of opening of bids

The Mayor of Dschang Council serves right in case of necessity to add quit other useful subsequent modification to the present invitation to tender
