Within the framework of the 2026 National Investment Budget, the Mayor Of BANGOU Council (Contracting Authority) hereby launches for Invitation to Tender following emergency procedure, for the construction FOR LOT1 CONSTRUCTION OF A WATER TOWER EQUIPED WITH RESERVOIR AT CMA BANGOU VILLE IN BANGOU COUNCIL
The works, which form the subject of this invitation to tender, shall consist in the construction of a manually driven water pump borehole in Bangou.

· Equipement –Développement-Pump ;
· Water tower of 8 m de high with a capacite of 7,5 m3
· Solar system
· Réseau de refoulement ;
· Distribution network,

The amount 8 000 000 FCFA
This tender is open under equal conditions to Cameroonian enterprises and companies operating under the Cameroonian law system, having a good experience in the domain concerned. Each bidder must give true information that will lead to choose the one who will carry out the contract well.
The works which form the subject of this invitation to tender are financed by the 2026 Public Investment Budget
Upon the publication of this notice, tender documents can be consulted during working days and hours at the Bangou Council
A complete set of bidding documents must be purchased at Bangou Council by interested bidders as soon as this notice is published upon presentation of a receipt of payment of a non- refundable fee of 20 000(Twenty thousands) Francs CFA at Bangou Council treasury
Seven(07) copies of sealed complete bids ( one certified copy of originals and six photocopies) drafted either in English or French must be submitted at the Launching Contracts Support Unit of the Bangou council latest 9 a.m. local time on with the reference:” OPEN NATIONAL INVITATION TO TENDER N°06/ONIT/SG/C-BGOU/ITB/2026 OF FOR THE CONSTRUCTION OF A WATER TOWER OF EQUIPED WITH RESERVOIR AT CMA BANGOU VILLE ’’ To be opened only during the session for the opening of bids”
The maximum deadline provided for by the Contracting Authority is Tree(03) months with effect from notification of the contract
Each bidder must include in his /her administrative file a provisional guarantee of the tune for the amount of 80 000 FCFA For fear of rejection , the required administrative documents must be produced in original or certified true copies by the services who issued them bound, dating any less than three months.
Any bid not in conformity with the specifications of this tender file shall be rejected .Notably, the absence of the provisional guarantee issued by a first-rate bank or financial Institute approved by the Ministry of Finance or the non compliance of the model documents of the tender file shall lead to out right rejection of the bid without any possible appeal.
The opening of bids will be in one (01) phase in the presence of bidders or their duly mandated representative who choose to attend on 11/03/2026 at 10 a.m. local time at the Conference hall of the BANGOU Council.
1-Eliminatory criteria
· Absence of a provisional guarantee
· Absent of administrative file or administrative file not in order after 48 hours of opening
· Not respect of 70 % of the essential criteria
· Absent of quantified price of cost estimate associated with it sub-details Price.
· Among the list of compain expended by the Minister in charge of public contracts
· non conformity of the Provisional Guarantee at the opening of the file
· False statement or scanned document
NB: A Request even though certified cannot replace an administrative document. Its means that the document is absent
2- Essential criteria
The criteria relating to the qualification of candidates could indicatively be on the following:
Ø General presentation of the tender; (Yes/no)
Ø Financial situation; (yes/no)
Ø Methodology of execution of the said work;(Yes/no)
Ø Site visite (Yes/no)
Ø The financial offer of contract (yes/non)
The Mayor Of BANGOU Council (Contracting Authority) shall award the tender to the lowest bidder whose technical and financial file conforms with the tender documents in accordance with the provisions of the regulations governing the tender showing the technical evaluation of bids.
No company is to be awarded more than one lot.
The bidders remain legally engaged by virtue of their tender for a period of ninety (90) days from the deadline set for the submission of their bids.
