Within the framework of Public Investment Budget-TB 2026, of the Republic of Cameroon, the Mayor of Bangou Council, Contracting Authority hereby launches an invitation to tender for the replacement of two (02) defective transformers at Baloumgou and at the Bandenkop Vocational Training Centre in the Bangou Council
The details of the works specified in the Technical Specifications (CCTP) or the Bill of Quantities include notably:
· Preliminary works (Travaux préliminaires) ;
· H61/100 KVA three-phase transformer station (Poste de transformation triphasé H61/100 KVA) ;
· H61/25 KVA single-phase transformer station (Poste de transformation monophasé H61/25 KVA) ;

The works under this Invitation to Tender (ITT) are subdivided into a single lot
Participation in this Invitation to Tender is open on equal terms to all companies under Cameroonian law with proven expertise in the field of electricity and public works
Works which form the subject of this invitation to tender shall be financed by the public investment budget of the 2026 financial year
The tender’s file may be consulted during working hours at the Bangou Council, as soon as the publication of this invitation to tender
The Tender File may be obtained from the Bangou Council as from the publication of this notice, upon payment of a non-refundable sum of 25,000 (Twenty-five thousand) CFAF, payable at the Bangou Municipal Treasury or the Public Treasury. The receipt must include the following information:
· The bidder's name;
· The Invitation to Tender notice number;
· The subject of the Invitation to Tender;
· The amount of fees paid;
The requested lot number
Each bid drafted in English or French in seven (07) copies, including one (01) original and six (06) copies marked as such, must reach the Bangou Council no later than 09/03/2026 at 9:00 a.m. local time, and must be labeled as follows:"Open National Invitation to Tender File No. 05/ONIT/C-BGOU/ITB-AI/2026 of 09/02/2023 for the replacement works of two (02) defective transformers at Baloumgou and at the Bandenkop Vocational Training Centre in the Bangou Council. (Under emergency procedure)." "To be opened only during the bid-opening session".
The maximum execution deadline provided for by the Project Owner for the execution of the works subject of this tender shall be Tree (03) months
Each bidder must include in their administrative documents a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance, as listed in Document 12 of the Tender File. This bond must specify the flat-rate amount in CFA francs and remain valid for thirty (30) days beyond the original date of bid validity
Under pain of rejection, the administrative documents required, must be produced in original or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer…) in accordance with the Special Conditions of the invitation to tender.
They must not be older than three (3) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.
The tenderers remain held by their offer during ninety (90) days from deadline fixed for the discount of the offers
Bids shall be opened in one phase. The administrative, technical and financial bids shall be opened on 09/03/2026 at 10 AM local time by the Bangou Council Tender’s Board in the presence of the bidders or their duly authorized representatives having full knowledge of the file
The aim of these criteria is to identify and reject incomplete offers or offers not in conformity with the essential conditions laid down in the tender file relating especially to admissibility of administrative documents, the conformity of the technical offer to the Terms of reference of the tender file and the qualification of candidates.
1-Eliminatory criteria
· Absence of a provisional guarantee
· Absent of administrative file or administrative file not in order after 48 hours of opening
· False statement or scanned document
· Not respect of 70 % of the essential criteria
· Absent of quantified price of cost estimate associated with it sub-details Price.
· Among the list of compain expended by the Minister in charge of public contracts
· non conformity of the Provisional Guarantee at the opening of the file
· absence of charte d’intégrité datée et signée
· absence of Attestation of categorization
· Absence of déclaration d’engagement au respect des clauses environnementales et sociales
NB: A Request even though certified cannot replace an administrative document. Its means that the document is absent
2- Essential criteria
The criteria relating to the qualification of candidates could indicatively be on the following:
Ø General presentation of the tender; (Yes/no)
Ø Financial situation; (yes/no)
Ø Methodology of execution of the said work;(Yes/no)
Ø Site visite (Yes/no)
Ø The financial offer of contract (yes/non )

The bidder with the lowest evaluated financial bid and completing all technical capabilities required resulting of criteria considered essential and qualifying DAO bid will be awarded the contract
Bidders will remain committed to their offers for ninety (90) days from the deadline for submission of tenders.
