Within the framework of the 2026 Public Investment Budget (Transferred Resources), the Mayor of Bangou Council, Contracting Authority, hereby launches an Open National Invitation to Tender for the construction of a block of twelve (12) shops at Bangou Junction in the Bangou Council (Phase I). The works under this Invitation to Tender (ITT) are subdivided into a single lot
Participation in this invitation to tender is open to Cameroonian-based enterprises with experience in the construction domain.
Works which form the subject of this invitation to tender shall be financed by the public investment budget of the 2026 financial year
The tender’s file may be consulted during working hours at the Bangou Council, as soon as the publication of this invitation to tender.
The Tender File may be obtained from the Bangou Council as from the publication of this notice, upon payment of a non-refundable sum of 50,000 (Fifty thousand) CFAF, payable at the Bangou Municipal Treasury or the Public Treasury. The receipt must include the following information:
Each bid drafted in English or French in seven (07) copies, including one (01) original and six (06) copies marked as such, must reach the Bangou Council no later than 09/03/2026 at 9:00 a.m. local time, and must be labeled as follows:"Open National Invitation to Tender File No. 03/ONIT/C-BGOU/ITB-TBEC/2026 of 09/02/2026 for the construction works of a block of twelve (12) shops at Bangou Junction in the Bangou Council (Phase I). (Under emergency procedure)."

The maximum execution deadline provided for by the Project Owner for the execution of the works subject of this tender shall be (04) months
Each bidder must include in their administrative documents a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance, as listed in Document 12 of the Tender File. This bond must specify the flat-rate amount in CFA francs and remain valid for thirty (30) days beyond the original date of bid validity.
Under pain of rejection, the administrative documents required, must be produced in original or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer…) in accordance with the Special Conditions of the invitation to tender.
They must not be older than three (3) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.
The tenderers remain held by their offer during ninety (90) days from deadline fixed for the discount of the offers
Bids shall be opened in one phase. The administrative, technical and financial bids shall be opened on 09/03/2026 at 10 AM local time by the Bangou Council Tender’s Board in the presence of the bidders or their duly authorized representatives having full knowledge of the file.
The aim of these criteria is to identify and reject incomplete offers or offers not in conformity with the essential conditions laid down in the tender file relating especially to admissibility of administrative documents, the conformity of the technical offer to the Terms of reference of the tender file and the qualification of candidates.
1-Eliminatory criteria
· Absence or non-compliance of a document in the administrative file 48 hours after the bid-opening;
· False declarations or forged documents;
· Absence of the bid bond;
· Incomplete technical offer (absence of items relating to the methodology, organisation and planning);
· Incomplete financial offer (absence of the list of unit prices, a unit price, bill of quantities and cost estimates and sub-detail of prices);
· Absence of a site visit attestation signed by the Project Owner or his/her representative; or a sworn statement signed by the bidder;
· Absence of a of credit line of a 30% (solvency attestation);
· Absence of attestation of categorization(D)
NB: A Request even though certified cannot replace an administrative document. Its means that the document is absent
The bidder with the lowest evaluated financial bid and completing all technical capabilities required resulting of criteria considered essential and qualifying DAO bid will be awarded the contract
Bidders will remain committed to their offers for ninety (90) days from the deadline for submission of tenders.
