As part of the implementation of the Public Investment Budget - Transferred Resources - for the 2026 financial year, the Mayor of the Municipality of Bangou, as project owner, is launching a National Reserve Call for Tenders for the construction of four latrine blocks in the public schools of Ndempa, Batop, Balambo and Badiengso. The works covered by this tender are subdivided into a single lot
Participation in this Call for Tenders is reserved for small and medium-sized enterprises (SMEs) that are cooperatives and GICs under Cameroonian law with expertise in the field of BTP and whose registered office (location) is in the municipality of Bangou
The works covered by this call for tenders are financed by the Public Investment Budget-Transferred Resources for the 2026 financial year
The file may be consulted during office hours at Bangou Town Hall as soon as this notice is published.
The file may be obtained from Bangou Town Hall, upon publication of this notice, against payment of a non-refundable sum of 30,000 (thirty thousand) CFA francs payable to the municipal revenue office of the commune of Bangou or the Public Treasury. This receipt must specify the following information:
· The name of the bidder;
· The tender notice number;
· The subject of the tender;
· The amount of fees paid;
The number of the lot requested
Each bid, written in French or English in seven (07) copies, including one (01) original and six (06) copies marked as such, must be received by Bangou Town Hall no later than 09/03/2026 at 9 a.m. sharp, and must bear the following mention:"National Reserve Tender File No. 01/AONR/C-BGOU/CIPM-TBEC/2026 dated 09/02/2026 For the construction of four latrine blocks in the public schools of Ndempa, Batop, Balambo and Badiengso in the Municipality of Bangou). (Under urgent procedure). "To be opened only during the counting session."
The maximum timeframe set by the Project Owner or Delegated Project Owner for the completion of the works covered by this call for tenders is three (03) months
Each bidder must attach to their administrative documents a bid bond issued by a first-class bank approved by the Ministry of Finance and listed in document 12 of the tender documents, specifying the lump sum in CFA francs for each lot and valid for thirty (30) days beyond the original date of validity of the bids.

Under penalty of rejection, the required administrative documents must be produced in original or in copies certified as true copies by the issuing department or an administrative authority, in accordance with the provisions of the Special Tender Regulations.
They must be dated less than three (03) months prior to the original date of submission of bids or have been drawn up after the date of signature of the Tender Notice. They must also comply with the models in this Tender File.
Any tender that is incomplete in accordance with the requirements of the Tender Documents will be declared inadmissible. This includes the absence of a tender bond issued by a first-class bank approved by the Ministry of Finance.
NB: The absence or non-compliance of the tender bond at the opening of bids will result in the outright rejection of the bid.
The opening of bids will take place at one time.The opening of administrative documents and technical and financial bids will take place on 09/03/2026 at 10 a.m. by the Internal Public Procurement Commission in the Council Chamber of Bangou Town Hall.
Only tenderers may attend this opening session or be represented by a duly authorised person of their choice.
The evaluation will be based on the following criteria:
1. Eliminatory criteria
- Absence of the tender bond;
- Absence of an administrative document and not submitted after 48 hours;
- False declaration or falsified documents;
- Failure to meet 70% of essential criteria;
- Absence of a quantified unit price and its breakdown.
- Non-compliance of the tender model.
2. Essential criteria
The bid scoring system will be binary (yes/no) and will focus on the following criteria, details of which are given in the RPAO:
· General presentation of the bid (yes/no);
· Company references for similar projects (yes/no);
· Personnel (yes/no);
· Site visit signed by the tenderer accompanied by a report (yes/no);
· Methodology for execution (yes/no);
· Material and logistical resources compatible with the work to be carried out (yes/no);
· Financial offer (yes/no);
The tenderer submitting the lowest evaluated bid and meeting all the technical requirements resulting from the essential and eliminatory criteria of the DAO will be awarded this letter of order . No tenderer may be awarded more than one lot
Bidders shall remain bound by their bids for ninety (90) days from the deadline for submission of bids
