NOTICE OF NATIONAL OPEN CALL FOR TENDERS  No. 004/AONO/PR/MINMAP/SG/DRO/DD MINMAP- NDE/ C-BAZOU/CIPM-BAZOU/BIP/2026 of 12 FEBRUARY 2026, FOR THE REHABILITATION WORKS OF THE TANGA-FETBA PUBLIC SCHOOL

1.Objet New(Additif)

Within the framework of the abovementioned works, the Mayor of the Bazou municipality, Contracting Authority, launches on behalf of the Bazou Town Hall, an Open National Tender under an emergency procedure for the rehabilitation of the TANGA-FETBA public school in the Bazou Commune, Ndé Department, West Region  (under emergency procedure)

 FRAME - ROOFING

 METAL JOINERY

 PAINTING

 ROAD AND DRAINAGE WORKS

3.Cout Prévisionnel New(Additif)

The estimated cost of the project at the end of the preliminary studies is:

- 13,001,000 (thirteen million one thousand) CFA francs including all taxes

4.Allotissement New(Additif)

The works covered by this Tender will be carried out as a single lot

5.Participation et origine New(Additif)

Participation in this tender is open to all public works companies under Cameroonian law and established in Cameroon

6.Financement New(Additif)

This work is financed by the Public Investment Budget for the 2025 fiscal year - BIP MINEDUB 2026

8.Acquisition du Dossier New(Additif)

The Tender File can be obtained at the Procurement Department of the Bazou Town Hall upon presentation of a receipt for the payment of a non-refundable amount of 25,000 (twenty-five thousand) CFA francs for the acquisition of the tender file.

It is also possible to obtain the electronic version of the file by free download at the above-mentioned addresses for the electronic version. However, submission by physical or electronic means is conditional upon payment of the tender file purchase fee

9.Remises des offres New(Additif)

Each bid, written in French or English, in seven (07) copies including one (01) original and six (06) copies marked as such, must be submitted to the Commune of Bazou (Procurement Department), 09 MARCH 2026 no later than 08:00 local time and must bear the following mention:

10.Delai de Livraison New(Additif)

The maximum period set by the Client for the completion of the works covered by this tender is three (03) calendar months for each lot. This period begins from the date of notification of the order to start the work

11.Cautionnement Provisoire New(Additif)

Each bidder must attach to their administrative documents a bid bond in the amount of: Lot No. Project Description Provisional Bond Amount Single lot REHABILITATION OF THE PUBLIC SCHOOL OF TANGA-FETBA 260,020 (two hundred sixty thousand twenty) F CFA issued by a first-class bank or an insurance company approved by the Ministry of Finance, the list of which is provided in document 14 of the tender dossier.

The provisional guarantee will be automatically released no later than (30) days beyond the initial validity date of the offers. The absence of the bid bond issued by a first-rate bank or a first-class financial institution authorized by the Ministry of Finance to issue guarantees in the context of public procurement, will lead to the outright rejection of the offer. A bid deposit produced but unrelated to the consultation concerned is considered to be missing. The bid deposit presented by a bidder during the bidding session is inadmissible.

12.Recevabilité des Offres New(Additif)

Under penalty of rejection, the documents required in the administrative file must be submitted either in their original form or as certified true copies by the issuing service or an administrative authority (Governor, Prefect, Sub-Prefect, etc.), in accordance with the provisions of the Special Tender Regulations.

They must be dated less than three (03) months prior to the original deadline for the submission of bids or have been issued after the date of signature of the Tender Notice.

The absence of a bid guarantee issued by a bank approved by the Ministry of Finance or an approved insurance company will automatically result in the rejection of the bid.

N.B: The contracting authority or the procurement committee reserves the right to request, at all stages of the procurement process, that bidders present the original copies of the documents submitted, and failure to do so may result in disqualification

13.Ouverture des Plis New(Additif)

The opening of bids will be conducted in one session and in 3 stages:

1st stage: Opening of Envelope A containing the administrative documents (volume 1)

2nd stage: Opening of Envelope B containing the technical proposals (volume 2)

3rd stage: Opening of Envelope C containing the financial proposals (volume 3)

 

The opening of the administrative documents, technical bids, and financial bids will take place on 09 March 2026 at 9:00 AM by the internal procurement committee of Bazou. 

Only the bidders may attend this opening session or be represented by a person of their choice who is duly authorized and fully familiar with the tender file

14.Critères d'évaluation New(Additif)

The elimination criteria set the minimum conditions that must be met to be admitted to the evaluation based on the essential criteria. Failure to meet these criteria results in the bidder's offer being rejected. These include: 1. Scoring less than 70% on the essential qualification criteria. 2. Submission of an insufficient number of copies of offers (less than 07). 3. Omission of a quantified unit price in the financial offer. 4. False declaration, falsified or scanned document. 5. Absence of the bid bond in the offer. 6. Failure to regularize a non-compliant or missing administrative document within 48 hours from the date of opening of the bids. 7. Absence of a sworn statement of non-abandonment of a project over the past 3 years

15.Attribution New(Additif)

8. Non-acceptance of the contract clauses (CCAP and CCTP).

9. Absence of the declaration of commitment to comply with environmental and social clauses, dated and signed.

10. Absence of the completed integrity charter, dated and signed.

Essential Criteria

The so-called essential criteria are those that are crucial or key for assessing the technical and financial capacity of candidates to carry out the works, which are the subject of the call for tenders. These must be determined based on the nature and scope of the works to be carried out.

The criteria relating to the qualifications of candidates will, as an indication, focus on:

16.Durée Validité des Offres New(Additif)

Bidders remain bound by their bids for ninety (90) days from the deadline set for the submission of bids
